Develops and implements strategies for Human Resources (HR) global service initiatives/programs (e.g., benefits, retirement, workforce mobility, employee support and executive services) that span the employee service cycle and align with the company's business goals and HR priorities. Leads the operational design, planning, and ongoing execution of global HR initiatives aligned with legal requirements and corporate guidelines. Identifies opportunities to enhance HR global services, streamline processes, and drive organizational effectiveness. Partners with stakeholders to understand their needs and incorporate their input into program design. Establishes key performance indicators (KPIs) and metrics to measure the success and impact of HR programs. Analyzes data to identify trends, assess program effectiveness, and make datadriven recommendations for improvement. Develops and manages budgets and resources for HR global service programs, ensuring effective allocation to achieve program objectives. Develops communication plans to ensure effective dissemination of information related to HR programs, policies, and changes to all relevant stakeholders across different regions. Keeps abreast of domain specific research and market trends, integrating learning into global service offerings. Exercises decision making authority at the initiative/program level ensuring effective coordination among key partners/organizations so the global services activities, processes etc. within HR are performed with an eye to improving daytoday operations and an endtoend mindset. Manages relationships with vendors to align on program requirements and goals, sets performance and quality expectations derived from contractual obligations and corporative initiatives, maintain orderly reporting, and facilitate program success. Leads root cause analysis, containment, recommendations, and resolution of quality issues and executes complex human resources data transactions. Monitors and follows up proactively with manager on any changes to volume, complexity, cadence, etc. and provides an excellent service quality adhering to goals and standards defined by the region.

Bachelor's Degree in preferably any analytical, financial or HR discipline with a minimum of 8 years of working experience; or, Master's Degree in similar disciplines with 5 years of working experience

- Fluency in English and Mandarin (both written and oral)

- Familiarity with PRC local authority's operating model and protocol

- Solid working experience in administering and managing PRC social insurance, public housing fund, Hukou and other local benefits
