Based in
Toronto, you’ll have the chance to use your experience and expertise managing and executing transit contracts through the Substantial Completion process to provide technical and strategic recommendations, and guidance to the client. The Technical Manager, Substantial Completion is responsible for managing technical activities and interfaces across multiple organizations and teams, providing the expertise and leadership that is required to support the Project through the Substantial Completion process while managing the interface with the broader client organization in relation to the Substantial Completion process.

What You’ll Need:

In addition to the above, the Technical Manager, Substantial Completion role also includes:

  • Proven ability to deeply understand and analyze complex technical and commercial related issues and to articulate those issues to senior client representatives in a clear and concise fashion both verbally and in written form.
  • Proven ability to prepare expert reports on the technical management approach and standard of care of those involved with the design and implementation of construction, along with technical Design and Construction issues resolution.
  • Proven capacity to deeply understand and analyze complex issues and to effectively articulate those issues to senior client representatives in a clear and concise fashion both verbally and in written form.
  • Conduct reviews to confirm conformance with the Project Agreement, good industry practice, and applicable standards.
  • Provide technical and contract administration recommendations and guidance to the project delivery team.
  • Ability to independently apply technical expertise and analytical techniques to problems related to P3 contract administration during the Systems installation, Commissioning, safety certification, and Revenue Service Demonstration.
  • Responsible for managing technical activities across multiple organizations and multidisciplinary teams, providing relevant expertise and leadership that is required to support the delivery of the Project.
  • General awareness of emerging issues and ability to identify and characterize risks including strategies for mitigation.
  • Represent the client at multiple projects working groups.
  • Ability to work with a large and diverse team to lead analysis and reporting related to Substantial Completion pre-requisites including:
  • Deficiencies.
  • Submittal progress.
  • Quality documentation.
  • Safety and security certification.
  • Testing and commissioning reports, and manuals.
  • Third party infrastructure Commissioning and handover.
  • Plans, strategies, supporting documentation, and evidence related to the Substantial Completion process.
  • Maintenance Period readiness.
  • Monitoring the progress of Commissioning, handover of new third party infrastructure, and Substantial Completion to be aware of emerging issues and able to identify and characterize risks including quantification and strategies for mitigation.
  • Assisting client in interpretation of Project Agreement
  • Effectively communicate with senior stakeholders and leadership on critical issues that can impact the project e.g. cost, schedule, safety, and reputation.
  • Managing technical team members as applicable
  • Proactive stakeholder management.
Here's what you'll need
  • Bachelor’s degree in engineering would be an asset.
  • 10 years of progressive technical, project management and/or contract administration experience on a rail or transportation infrastructure project.
  • Superior people and negotiating skills.
  • In depth understanding of technical, contractual, and commercial fundamentals on major P3 projects.
  • Previous experience administering large Rail/Transit construction contracts.
  • Experience liaising with clients, contractors, and consultants.
  • Transit/transportation project experience.
  • Excellent organization and communication skills including the ability to communicate complex ideas clearly and succinctly.
  • A master’s degree in engineering or business administration would be an asset.
  • A PMP designation would also be an asset.

Systems:

  • A high level of proficiency in Microsoft Excel, PowerPoint and Word is required.
  • Proficiency in Microsoft Project or P6 would be an asset.
