Qualcomm Government Affairs, support for the whole Latin America GA strategy conception, administration, and implementation.
Government continuous relationship
Relationship with different government entities, including presidency, ministries, secretaries at federal level, governors at State level and city hall at municipalities as needed.
Direct relationship with government authorities, which includes regulatory agencies and its commissionaires/board, secretaries of the governments, deputies, senators and some ministers of state.
Organize and hold meetings with high-level government representatives who are responsible for areas of Qualcomm’s interest. It includes the level of the countries' presidency.
Organize visits by government officials to Qualcomm Headquarters to attend presentations that promote our different technologies.
Provide and promote training and/or workshops to government entities related to our technologies.
Provide support for Qualcomm executives with government authorities when needed.
Support Qualcomm board executives at meetings with the government
Provide information and knowledge about Qualcomm technologies and about the sector.
Government continuous exchange of information
Track the main decisions/discussions of governments (different levels, different sectors).
Prepare contributions to Public Consultations published by the governments, based on Qualcomm's views on each topic.
Participate as Qualcomm representative at public hearings in National Congress at Commissions that discuss different uses of mobile technologies.
Propose new bills or bills adjustments/substitutive to be presented by the deputies, aiming to have an optimized environment for activities related to the interests of Qualcomm.
Propose public policies considering the use of Qualcomm technologies.
International official entities representation:
Participate in the Brazilian delegation or as Qualcomm representative depending on the objectives during the meetings, in ITU and CITEL, having the possibility of assuming Chairmanship positions in working groups in both entities.
ITU: WRC, CPM, ITU-R 5A, ITU-R 5D, ITU-T and ITU-D as needed.
CITEL: PCC II and PCC I, including WGs that handle the regional discussion and also the WGs Conf that discusses the ITU conferences Region 2 alignment.
Spectrum
Study and present proposals for spectrum regulation needed for the development and use of our technologies.
Present and defend Qualcomm positioning in the countries, in LATAM, in CITEL PCC II and in ITU-R, focusing on optimizing the availability of spectrum for Qualcomm technologies.
Follow the discussions during the whole ITU-R cycles, helping Qualcomm implement the international strategy for future spectrum for technologies under development.
Intellectual Property
QTL support on intellectual property issues and protection against the use of illegal devices, by promoting and encouraging the application of rules and actions to block these devices.
INPI relationship
ABPI alignment and representation in events and meetings as needed
Corporate Responsibility
Local support for implementation of Wireless Reach initiatives.
Propose new initiatives for LATAM Region.
Qualcomm awareness / Media
Constant media presence on behalf of Qualcomm.
Interviews
Speakership in events, specifically ones with Government participation.
Sponsorship of events, including not only speakership but also booth exposition and demos, specifically ones with Government participation.
Relationship with media agencies to organize events
Recurring events: MWC, Painel Telebrasil
Qualcomm representation in sectorial relationship with Governments:
Represent Qualcomm in activities coordinated by the US Embassies, such as USAID and Commerce Department.
Member of the board of directors of the Telecom Companies Association (Telebrasil), which includes manufacturers, operators, and service providers.
Participation in ABINEE - Electro-Electronic Manufacturers Association, with the possibility of coordination positions.
Qualcomm representative in the denominated groupMovimento Brasil Competitivo
Qualcomm BU objectives alignment
Support other Qualcomm unit areas (Strategy, Sales, Engineering, R&D, marketing, etc.) in their business strategy.
Take decisions and manage the resources, including SOWs:
Qualcomm Latin America Government Affairs team based in Brasilia/Brazil.
Consulting contracts, current: CETUC, TMG, BCW and Arko.
GA budget, estimate and tracking (Iprocs, TPs, contracts, sponsorships, memberships).
FCPA evaluation regarding GA initiatives.
Compliance (documentation, meeting minutes)
Brasilia office administration
Minimum Qualifications:
• Bachelor's degree in Government Affairs, Business, Political Science, Public Policy, Public Affairs, Engineering, Legal, or related field.
• 9+ years of Government Affairs, Communications, Industry Associations, or related work experience.
Preferred Qualifications:
15-20 years of professional experience in a high position of the government affairs of a high-tech Company and/or a government agency addressing regulatory issues and public policy; experience on trade, IPR, privacy and social responsibilities issues a plus; participation in ITU, CITEL, Mercosur, or related experience is highly desirable.
Significant experience working with government agencies and an understanding of how policy-making processes work in different organizations (regulatory agency, ministry, congress) and levels (local, state, national)
Advanced knowledge of the telecom sector in the Americas, specifically mobile, and general understanding on a global basis
Preference for candidates with experience in the area of telecommunications, IoT, content, IPR policies and patents, Internet industry sectors (private or public sectors)
Experience leading teams
Speakerships in conferences
leadership roles in working groups
Significant domestic and international travel required
Good oral, written, presentation and interpersonal skills
Portuguese, English and Spanish fluency required.
