This role leads a team of lawyers providing guidance, support, and legal advice on Regulations to Citi's businesses and functions and has a significant degree of responsibility and authority. This role requires solid conceptual / practical grounding in the laws and regulations for the geographies in which we operate. This role also requires significant management responsibilities, including talent management, budgeting (including headcount and financial), and strategic planning for the team. This role has authority to negotiate and make independent decisions on issues / activities that have critical impact or influence on the company.

In this role, you’re expected to:

The role will be responsible for delivering technical and commercially-focused regulatory interpretive advice to Citi stakeholders on regulatory and business change developments impacting on Citi in the region. Responsibilities include:

  • acting as subject-matter expert advising on key financial services regulations in Singapore (such as the Banking Act; Financial Services and Markets Act; Securities and Futures Act; Payment Services Act); and Hong Kong (such as Securities and Futures Ordinance; Companies Ordinance; Banking Ordinance); and a good working knowledge of regulatory financial services regimes in Australia and Japan;

  • advising on certain major global financial services regulations during the Asia time zone, to the extent they impact on Citi business lines (for example, U.S. Bank Holding Company Act; global uncleared margin rule regimes) ;

  • supporting Citi’s Government & Public Affairs, Regulatory Engagement and other stakeholders on policy advocacy initiatives, including assisting in the development of responses to consultation papers to regulators and policy-makers, attendance at legal-focused industry association working groups and meetings with regulators, in respect of developments in banking and financial services regulation in the region;

  • advising Citi’s Regulatory Change Management group on the implications of proposed and new regulations on Citi’s business activities in Asia;

  • serve as a key strategic business partner providing legal assistance and support to senior stakeholders regarding regulatory issues concerning Citi;

  • representing the Legal Department on regulatory-related internal governance and oversight committees for regulatory change implementation projects;

  • providing training and education for management and product lawyers on regulatory developments globally and in the region – this will involve working on presentation materials, providing presentations to Legal Department colleagues, country counsel and business areas;

  • in conjunction with colleagues in Compliance, manage the resolution of violations of law or regulations and other major compliance issues; and

  • managing, developing and mentoring a team of experienced regulatory advisory lawyers; and actively set the functional strategy and agenda for their team.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

As a successful candidate, you’d ideally have the following skills and exposure:

  • Relevant industry experience, including experience in an in-house legal role and possess managerial experience

  • Experience in banking & financial services, either in a law firm, regulatory or supervisory body, or in-house in a major bank

  • Strong knowledge of banking & financial services regulations across Asia

  • Strong knowledge of banking & financial services products in institutional markets

  • Excellent leadership, interpersonal, organizational and relationship management skills

  • Proven ability to apply sound judgement while managing assignments in a demanding, fast-paced environment

  • Knowledge and expertise on specific laws, rules and regulations and enforcement actions related to Regulations while staying abreast of the changing regulatory and legal environment, internal policies and industry trends that impact the business

  • Proven ability to apply sound judgement while managing complex subject matter and issues

  • Experience in managing a large, geographically diverse teams across multiple cultures

  • Excellent written, verbal, presentation, problem solving and analytical skills

  • Ability to handle multiple complex and confidential matters under time and pressure

  • Effective negotiation skills and ability to build and maintain effective relationships at executive levels

  • License to practice law in good standing

  • Juris Doctorate or equivalent law degree
