Responsibilities:

  • Facilitate CPB Asia North and South Cluster Business Risk and Controls Governance forum, substantive discussions on operational, fraud, cyber, regulatory, compliance, conduct risks and control related issues.
  • Support Singapore Private Bank Country Head for risk and controls related matters including Country management committees’ requirements, regulator inspections and Surveys
  • Lead non-target market (i.e. individuals did not meet eligibility threshold or entities accounts – Not for Profit, Operating Companies, Family Offices) related matters include process enhancements and escalated review.
  • Partner with coverage team on conflicts of interest escalated review (e.g. Bank vs Client, Employees vs Bank, Employees vs Client).
  • Responsible for CPB Singapore cyber risk and operational resilience matters, including policy ownership and author of scenario playbook (e.g. cyber attack, scams, covid, operating system down, critical business services down). Lead regulatory and industry exercises.
  • Responsible for matters of escalation to CPB Asia North and South cluster, including operational risk events, regulatory breach, policies breaches, internal and external fraud. Partner with the Business (error maker) on escalated incident including comprehensive root cause analysis, operational risk profit and loss booking, regulators notification, potential process or controls gaps, corrective actions and sustainability considerations and timely escalation.
  • Drive bankers’ scorecard process, adding non-financial performance measures to the financial metrics to give a more balanced view of performance. Review escalated scorecard exceptions cases for final resolution. Provide timely thematic presentation of scorecard exceptions (e.g. tenure of staff, exception areas).
  • Responsible for regulatory management including regulations applicability, gap assessment, developing implementation plans and execute within timeframe.
  • Responsible to facilitate Regulatory Reviews, Compliance Testing, External and Internal Audits. Partner with business to self-identify issues on a timely basis, ensure that risks and root causes are addressed sustainably with the corrective actions.
  • Performs decision-making of control assessment design activity, which includes approving/signing-off, undertaking escalations, and owning Internal Audit and issue management related actions.
  • Drive efficiency and create a more resilient operating environment through key initiatives (e.g. Digital Monitoring Tools, Migration of activities to center of excellence)
  • Maintains relationships and drives accountability with partners and stakeholders to drive control assessment success in support of the business's strategy.
  • Sets ambitious and measurable control testing goals for self and teams that align to business strategy and support business strategy realization.
  • Appropriately assesses risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

A. Education Level:

  • Bachelor’s/University degree or equivalent experience.

A. Experience:

  • 10+ years relevant experience, 5+ years in Risk & Controls roles, 5+ years of direct or indirect managerial experience.
  • Experience managing Compliance and Operational Risks in a first line role, or experience in a second- or third-line assurance or testing role.
  • Subject matter expert on controls design, execution and/or control testing.
  • Demonstrated analytical ability; asks insightful questions, breaks analytical challenges into workable components and draws meaningful conclusions. Well versed in breaking down complex matters into core issues and root causes that can be more readily addressed.
  • Independent thinker and able to provide value-adding credible challenge to businesses/functions.
  • Proficient in developing new ideas to mitigate risk and improve current processes.
  • Prioritizes high impact potential problems effectively. Consistently reads different situations accurately and takes appropriate action to gain senior colleague/ client commitment. Articulates clearly how risk technology supports unit's business, as well as the issues due to gaps between the current technology and known business requirements. Ability to measure and assess the impact of rare-event risks. Well-versed in reviewing the dimensions of risk.
  • Ability to balance strategic priorities with tactical actions.
  • MS Excel, MS Access, SAS, SQL, Visual Basic a plus.

B. Business Expertise:

  • Ideally the candidate needs to have a good understanding and insight into Private Bank business policies and related processes and systems. The role requires reviewing these and the related execution to enhance the quality as well as improve the efficiency of the process implementation.
