Minimum Qualifications:
• Bachelor's degree in Engineering, Information Systems, Computer Science, or related field and 8+ years of Systems Engineering or related work experience.
Master's degree in Engineering, Information Systems, Computer Science, or related field and 7+ years of Systems Engineering or related work experience.
PhD in Engineering, Information Systems, Computer Science, or related field and 6+ years of Systems Engineering or related work experience.
The role is for a strategic business development leader who can combine complex legal, technical, and business issues and transform them into impactful business development and public procurement policies.
Strategic Business Development: Devise end to end strategic plans to leverage all public procurement opportunities in line with business and P&L objectives of Qualcomm.
Consultation and Advocacy: Engage in extensive consultation with government officials, industry associations, and advocacy groups to shape public procurement policy aligned with Qualcomm’s business objectives.
Research and Analysis: Conduct thorough research, monitor legislative developments, and analyze data and trends to provide informed insights for data driven decision-making and address emerging challenges.
Relationship Building/engagement and Networking: Building strong relationships with government officials, policymakers, and other stakeholders. Establish effective communication channels, cultivate trust, and engage in collaborative dialogue to influence policy outcomes and represent industry interests.
Compliance and Risk Management: Ensure compliance with laws, regulations, and industry standards, providing guidance, developing strategies, and conducting risk assessments to mitigate legal and reputational risks with cross functional teams in the organization.
Role Description & Qualifications:
Support business strategy including development of relationships and opportunities in new and emerging areas where Qualcomm targets growth
Work to further improve perception of Qualcomm through long-term, highly visible programs showing goodwill and Qualcomm’s commitment to India, such as:
Technology leader in key priority areas for India, e.g. AI, IoT, Smart Cities, C-V2X, O-RAN
Enabler and partner for Indian companies and other organizations through shared innovation and value creation
Understanding of various government schemes (PLI, DLI, etc.) and import/export related policies
Partner to support India to advance its technological, economic and social goals, such as through demonstrating Qualcomm’s commitment to enabling ‘Digital India’, ‘Make-In-India’ and ‘India’s Semiconductor Mission’
Effectively manage issues and crisis by rapid response to issues as they arise
Demonstrable detailed knowledge of functioning of Government of India, and structures/processes at central, state, and local levels
Master's degree in policy, international relations, political science, law, etc. with sufficient and relevant experience in Government Affairs, Regulatory Affairs, or Public Affairs.
Generate 3rd party support and endorsement from Indian stakeholders for all of the above
Key engagements and relationship with on relevant subjects/issues -
Ministries: MeitY, Finance, Commerce, DPIIT, MoRTH, DGFT, Education, Health and Niti Aayog
Industry/Trade associations: USISPF, CII, FICCI, BIF, USIBC, NASSCOM, SIAM, MAIT
At least 10 years of GA experiences in large MNCs and/or international organizations
