The International Finance Regulatory Engagement and Oversight Director leads the directional strategy of Finance regulatory engagement and exam management responses and activities outside of the United States across multiple jurisdictions. In this role, you will work with Citi professionals across the globe to identify, monitor, communicate and escalate regulatory activities, trends, risks and feedback. This role requires thought leadership, strong diplomacy and communication skills. This role manages a small team of two to three people and reports to the Finance Regulatory Engagement and Oversight Managing Director based in New York.
What you’ll do
Regulatory Engagement:
Serves as a trusted business advised to help review, edit and facilitate delivery of materials and prepare for discussions/responses to regulatory agencies
Working with senior stakeholders across Finance and the broader regulatory engagement team to ensure consistency of regulatory responses
Coordinates with regulatory engagement leaders across jurisdictions to interface with (external) regulatory agency contacts to define and agree on meeting topics, participants, and meeting frequency
Aligns to centrally coordinated Finance and Global regulatory agenda to manage/provide support to on-site exams, ad-hoc meetings and requests for information
Develops and implements common standards, procedures and governance processes to establish best practices for regulatory relations and communications protocols (e.g. timely responses, escalations, transparency
Serves as critical interaction point for Finance partners on regulatory related matters and deliverables, provide constructive feedback on materials, provide guidance to align to regulatory expectations and content development
Provides clear, concise and balanced updates to senior forums and Citi internal governance committees, on Citi Finance’s regulatory commitments and engagements
Partners with global and Finance regulatory engagement partners and business partners to ensure consistency in approach and align messaging across Citi
Regulatory Exam Management and Oversight:
Provides leadership and guidance across exam meetings and interactions
Establishes partnership with Citigroup Regulatory teams and Business aligned regulatory relations to ensure consistency in approach and communications
Coordinates with regulatory engagement leaders across jurisdictions to manage Exam Management schedule and deliverables, Exam requests/inquiries/materials and Communications protocols
Supervisory Letters and MRA/MRIA Management:
Manages and/or contribute to Finance Regulatory Response Process, i.e. coordinate appropriate stakeholders and SMEs, draft response letters, provide guidance on content, ensure regulatory concerns are directly addressed, manage internal approval process and submission
Process and Controls:
Reviews regulatory issues, gain agreement across Finance and other business partners (e.g., Risk, Technology) on planned actions and provide regular status updates on progress, both internally and to Regulators
Partners across Finance, Legal, Compliance, Internal Audit, and Risk Management functions to drive accountability on the timely delivery of regulatory requirements and commitments
Provides oversight of execution efforts related to regulatory initiatives, and actively monitor change control, actions, risks, issues, and dependencies
Develops Management of Information System reporting to provide meaningful updates and highlight potential risks with regulatory deliverables, including milestones, supervisory findings (MRAs, MRIAs), etc.
Provides oversight on the correlation of transformation initiatives to Finance regulatory commitments, and leverage to enhance Finance’s regulatory interaction
Defines enhanced processes and controls for the entry and maintenance of all regulatory interactions into Citi’s centralized regulatory inventory
What we’ll need from you
A suitable level of relevant Finance experience gained from within financial services, regulatory engagement or consulting; Experience working with executives at the executive management team level
Proven leadership in managing staff and leading senior working groups, with excellent interpersonal communication and diplomacy skills in order to guide and influence others
Demonstrated knowledge and expertise in written responses to regulators; Strong experience in driving governance and controls
Proven track record of successfully guiding teams through complex change
Excellent writing, editing, proof-reading and speaking skills, as well as creative ability to devise communication strategies, with the ability to engage with a wide variety of people across functions / seniority
Delivery focused with ability to prioritize multiple assignments and requests and meet tight deadlines
Agile and flexible – able to determine and resolve project slippage, scope changes, and prioritize deliverables to ensure critical milestones are met continued progress
Understanding and application of project management methodologies across delivery life cycle; Confidence and ability to structure, summarize, present project status as well as defend recommendations and outcomes
