The primary duties of the Planner – Federal Building Design is to lead project planning efforts and support planning teams to deliver a wide range of federal planning projects, including Department of Defense (Air Force, Army, Navy and Marine Corps), US Intelligence Community and a range of federal civilian agencies. Projects can range from medium- to larger-size master planning, facility planning and asset management projects. Responsibilities will include planning, preparing, and developing planning recommendations, DD Forms 1391 and background documentation, project validation, and mapping and corresponding documentation in compliance with all applicable Federal and DoD policies and criteria. Projects could include, but not be limited to Project Development, Project Readiness Index (PRI) PRI#1 and PRI#2, Planning Charrette Report (PCR), Requirements Analysis and Planning Charrette packages. Planning projects may also include Vision Plans, Area Development Plans and Installation Development Plans that require knowledge and application of applicable Unified Facilities Criteria (UFC) for planning, including Form-Based Codes, New Urbanism, LEED, Smart City planning, and other sustainable/resilience planning strategies.

• Demonstrated knowledge and experience in the application of the philosophies, principals, practices & techniques of federal, urban, regional and/or facilities planning.

• Demonstrated knowledge and experience in the application of principles, methodology, practices of research, data collection, and interviews.

• Demonstrated knowledge, experience and application of planning disciplines such as urban design, environmental planning, military planning, economic development, or land use.

• Solid understanding of integration of geospatial technology to the overall planning process, including use, principles, and federal data standards is expected. Working knowledge and application experience using and applying GIS preferred.

• Group facilitation skills for use with community workshops and team charrette experience.

• Proven ability to develop scope parameters, prepare fee proposals and define external and internal project schedules, graphic components, mapping/planning graphic elements, and writing assignments based on a defined Scope of Work.

• Proven ability to manage the financial performance of large complex planning assignments, including tracking and maintaining overall project financial metrics and performance, schedules, subconsultants, revenue projections, client invoicing, overall budgets, and monthly financial updates and reporting effectively and efficiently using Jacobs project management systems.

• Proven ability to develop, interface, and manage client relationships.

• Advanced English language skills, both written and verbal, to include technical writing/editing experience and a demonstrated ability to write, edit, and deliver planning content.

• Proven ability to read, analyze, and interpret technical material, financial reports, and legal documents.

Here's what you'll need

• Bachelor's and/or Master’s Degree in Architecture, Interior Design, Planning, Landscape Architecture, or a related field

• At least 5 years of professional planning experience. Candidates possessing a Master's degree in planning or a related field, professional training certifications may substitute this for professional planning experience.

• Demonstrated experience in land use planning, site planning and site design

• Proven ability to cultivate positive work relationships.

• Military planning experience

• Skilled using geospatial applications, including knowledge of the federal geospatial structure using ArcGIS software to support the spatial data component of comprehensive planning, including compilation and consolidation of spatial data to create maps to support planning decisions.

• Skilled in the following software: Autodesk AutoCAD, SketchUp 3D Modeling, Microsoft Office Applications, including MS Word, MS Excel, and MS PowerPoint, Adobe Creative Suite applications including InDesign, Photoshop and Illustrator

• United States Citizenship
