Essential Duties and Responsibilities:

• Oversee and coordinate utility pre-construction, construction and maintenance projects and other utility-related work or operations occurring within public rights-of-way (ROW).

• Create and manage an annual Utility Coordination Meeting to update utility agencies.

• Provide coordination/communication with utility agencies.

• Provide coordination/communication with surrounding Cities/Counties.

• Perform quality assurance spot inspections and evaluation of ROW work inspection to ensure compliance with city standards and specifications, including feedback with project staff.

• Oversee and approve ROW permits within a computerized maintenance management system (CMMS) (ex. Cityworks) for ROW permits which includes project status and construction/warranty inspection notes.

• Verify compliance of notes/data on ROW permits in the CMMS.

• Create a warranty inspection schedule/map and work with Staff on completing inspections/closing each ROW permit.

• Assist in scheduling and attending on an as needed basis for pre-construction meetings.

• Respond to utility emergencies or other situations affecting the public rights-of-way, assess situation and coordinate appropriate response with the CIP Street Rehabilitation Manager.

• Monitor ROW permits to ensure adherence to safe work practices and procedures, including the Manual on Traffic Control Devices (MUTCD), OSHA, and Jacobs’s Safety Policy.

• Follow safety procedures, report unsafe activities and conditions, utilize safety equipment, and monitor work environment to ensure safety of employees and other individuals.

• Maintain a comprehensive, current knowledge of applicable policies, procedures, codes, regulations.

• Receive, prepare or complete various forms, reports, correspondence, or other documents.

• Effectively communicate with management, employees, other departments, the public, contractors and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; respond to requests for service or assistance.

• Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards. • Performs other duties as assigned.

Here's what you'll need

• Five years of experience working with public and/or private utilities, with a working knowledge of pubic-sector right-of-way regulations.

• Working knowledge of Microsoft Office applications, including Excel, PowerPoint, Word, and Outlook, and the ability to operate other standard office equipment; ability to document project status and updates as required in a CMMS, and ability to acquire proficiency level in a CMMS to perform responsibilities.

• Ability to read blueprints, surveys and job specifications.

• Strong inter-personal relationship skills, and verbal and written communications skills.

• Must possess and maintain a valid Colorado driver’s license with no major infractions

• Must be capable of driving a company vehicle in the performance of the duties contained herein.

Ideally, You'll Also Have:

• Associate’s degree in Civil Engineering Design/Construction Management.

• Ten years of experience working with public and private utilities, with a strong working knowledge of public-sector right-of-way regulations, construction plans.

The employee will perform most duties in a combination of outside work and an office environment. The position requires the employee to perform duties at a job site, including work zones at a contractor’s job site; at times working alone and at times working very closely with others. The employee may be subject to all types of weather and temperature conditions and various types of surfaces, including slippery or uneven surfaces. Employee must be able to move or carry objects or materials and must be able to exert up to 75 pounds of force occasionally and up to twenty pounds of force frequently. Physical demand requirements are at levels of those for active work.
