Responsibilities

  • Leadership & Team Management:

    • Lead, mentor, and develop a team of licensing professionals, fostering a culture of collaboration, accountability, and excellence.

    • Set clear goals and priorities for the team, ensuring alignment with PayPal’s broader compliance and regulatory objectives.

  • Licensing Governance & Compliance:

    • Ensure robust governance frameworks are in place for managing critical licensing information.

    • Oversee compliance with all licensing requirements across states, ensuring adherence to regulatory standards.

    • Support regulatory exams.

    • Monitor regulatory changes and proactively update procedures to maintain compliance.

  • Strategic Planning & Execution:

    • Develop and implement strategies to streamline licensing processes, improve efficiency, and reduce risk.

    • Drive the preparation and submission of applications for new licenses and renewals to support PayPal’s product offerings.

  • Reporting & Communication:

    • Oversee the preparation of quarterly, semiannual, annual, and other state-mandated reports.

    • Communicate progress on key licensing initiatives, challenges, and successes to senior leaders and stakeholders.

  • Cross-Functional Collaboration:

    • Partner with cross-functional teams to source data and fulfill reporting requirements.

    • Build strong relationships with internal teams and external regulators to ensure seamless licensing operations.

Requirements

  • Experience:

    • Bachelor’s Degree required; advanced degree or certification in a related field is a plus.

    • 7-10 years of experience in licensing, regulatory compliance, or a related field, with at least 3-5 years managing a team in a fast-paced environment.

    • Proven experience in preparing state regulatory reports, including money transmission, gaming, and lending.

    • Familiarity with the Nationwide Multi-State Licensing System ("NMLS") is strongly preferred.

  • Skills:

    • Exceptional leadership and team management skills, with a track record of developing high-performing teams.

    • Strong analytical and critical thinking abilities, with a focus on innovative problem-solving.

    • Excellent communication and relationship management skills, with the ability to influence and collaborate across all levels of the organization.

    • Meticulous attention to detail and a commitment to maintaining confidentiality.

    • Ability to manage multiple priorities and deadlines in a dynamic environment.
