Financial Crime Risk (“FCR”) Director – First Line of Defence (“FLOD”)

You will eFinancial Crime riskwithin thefirst lineand ensure compliance withapplicable legal,, and Policy / Proceduralobligations including UK Money Laundering, Sanctions compliance, Fraudand FCA Consumer Dutyrequirements.

well as playing our part forthe wider payments industry will be key in meeting the needs of the business. You will work with other lines of defence FCR functions and wider Group Financial Crime (“GFC”) departments and leaders.

In your role, youwill workclosely with the PPUK UK Money Laundering Officer in thesecond line of defenceas well as the Global Financial Crime (“GFC”) organisation.

Your role will involve

  • Strategic Oversight oftheOperationalFinancial Crime Framework: Leadtheimplementationandcontinuous improvement of the UKFinancial CrimeProgramme, ensuringalignment withapplicablepoliciesandprocedures,and adherence to UKlegal and regulatory requirements.

  • Lead the design and execution of the UK first line of defence.Fraud Risk Management strategy: across the customer lifecycle, including the prevention and detection of Authorised Push Payment (APP) fraud, account takeover and internal threats,leveragingdata driven controls,analyticsand cross functional collaboration to protect thePPUK

  • with PayPal Product, GFC and wider UK and Group stakeholder teams tomanagefinancial crime risk and change management for PPUK

  • financial crime andother relevantriskcommittees,forumsandPPUK Boardwhereappropriatetoreport onkey risks,trendsandanyremediation efforts.

  • Attend relevant industryforumstoensure PPUK both learns from and has an industry voicein relation tofinancial crime,with a particular focus onFraud.

  • velopFinancial CrimeProcedures frompolicy andrequirementsdefined by the MLRO(2LOD)and ensure that theseare implementedeffectively including.Financial Intelligence Unit (“FIU”),Transaction Monitoring (“TM”), Payments etc


Own and manage day-to-dayFinancial Crime Service Level Agreements, acting asthe PPUKFinancial Crime “UK EntityService Owner (ESO)” which includes:

  • Responsibility for FLOD monitoring and assurance activities to evaluate theeffectiveness offinancial crime controls and response toemergingthreats, reducingexposure to financial crime.

  • Monitor and manage Service Level agreements (SLAs)with outsourcedgroupentities to ensure adherence to agreed performance and risk management

  • Regularly assess howFLODfinancial crime controls impact customer outcomes,identifyingand addressing gaps in customer fairness, transparency, and support.

  • thecollection of anduseofFLODMI tomonitorcontrol performance and escalate issues viaPPUK governancecommittees asappropriate.

  • Partnering withlocal,regionalandglobal teams to conduct detailed analysis of system configurationsfor transaction monitoring and filtering.

  • Provide input on investigative proceduresand processes, includingmakingrecommendations as to specific outcomes including refunds to customers.

  • to refine investigative decisionmaking criteria thatoptimizefor both effectiveness and efficiency.

  • Root cause analysis for financial crime incidents or control failures and oversee theimplementation of corrective actions, including improvements to outsourced

  • Develop strategies to execute against UKPolicyand Procedurerequirements,

  • Ensures relevant training is given toUK and Groupoperational teams to reinforce culture ofcompliance.

  • Conducts FLOD FinancialCrimeriskassessments for new products and advise on controlrequirements.

Ideally you would have:

  • 10+ years of professional and leadership experience, at least 7 of which are inFraudor thebroaderFinancial Crimeareawith UK thefinancial services industry
  • Exceptional written and oral communication skills with prior experience delivering orpresenting to regulators/external stakeholders
  • Proven ability to execute in a fast paced and deadline driven environment
  • Exceptional collaboration skills, within function and across peer stakeholders
  • Supervisory and Management experience. Thisrole currently has one Full Time Staff member reporting to themand will berequired
