Job Description / Accountabilities:

Appointed Actuary, TD Insurance Risk Management
, the Senior Manager,
IFRS 17 Valuation
serves as a key actuarial lead for on-going actuarial modelling enhancements for the Life & Health corporate and valuation actuarial teams supporting TD Insurance. The role will also support the AVP on various deliverables of the group as required for the Appointed Actuarial Report, FCT, EWST, LICAT, ORSA or other process and control improvements.


Role Overview – Senior Manager, IFRS 17 Valuation:

  • Understanding of IFRS 17 accounting standard – successful candidate will demonstrate a thorough understanding of IFRS 17,

    Insurance Contracts
    (IFRS 17) in the context of Actuarial modelling implications and be able to effectively work cross-functionally with Finance on IFRS 17 actuarial disclosures in relation to TD's Life & Health business, for both TD Life Insurance Company and TD Re (Barbados) level. There is an expectation of a deep understanding of the standard, interpretation and industry application that will allow for development of actuarial model changes and quantification of profit/loss impacts, capital impacts and operational impacts to TD Life & Health in comparison to peers.

  • IFRS 17 actuarial modelling – The successful candidate will utilize her/his knowledge to update actuarial models including reinsurance, working through data flow changes with the IFRS 17 tool. Work in collaboration with the BAU Corporate Actuarial team, lead and weigh in on updates to process and control documentation as required.

  • IFRS 17 and new products – As the L&H business evolves, the senior manager will work with the L&H business and rest of the Corporate and Valuation Actuarial teams to integrate any new products, product changes, new reinsurance arrangements into the IFRS 17 accounting and related revised capital frameworks.

  • IFRS 17 Project Governance and Education – The senior manager will assist the Appointed Actuary and project team with presentations to stakeholders and governance committees within TD Insurance and TDBG as well as relevant external stakeholders, taking into account the implications of IFRS 17 on TDI L&H from a conceptual and quantitative perspective (e.g. insurance liability, profit and loss, capital perspectives). Additionally, the senior manager will work together with others as required to develop presentations for such purposes.

  • Special Projects and Continuous Improvement- Lead the team in the development and evolution of the valuation, LICAT and FCT model including any implementation of new products. Support the corporate and valuation actuarial team of the L&H business with process and control improvement initiatives and action items and other efficiency projects such as improvement to data flows and modelling.

  • Corporate Actuarial – The Senior Manager will support the AVP in collaboration with the rest of the team in support of the Appointed Actuary's corporate actuarial deliverables including support for the Appointed Actuarial Report, FCT, ORSA, experience studies, etc.

Communication:

  • Ability to communicate effectively in English, both verbally and in writing. French is an asset.

  • Acquired Fellowship with the Society of Actuaries and Canadian Institute of Actuaries (FSA and FCIA).

  • Minimum 7 years of Life & Health Insurance actuarial experience.

  • Experienced with the CIA's Standards of Practice and relevant insurance legislation and regulation.

  • Up to date with respect to the CIA's Continuing Professional Development requirement.

CUSTOMER

  • Lead, analyze, document, and manage requirements with stakeholders by applying a variety of techniques to probe, elicit, challenge, understand, and gain consensus on requirements.

  • Identify, document, and validate current state processes and support stakeholders to design the desired future state; provide recommendations and/or direction based on the end-to-end customer experience when making decisions.

  • Ensure business processes/systems impacted by requirements are analyzed and the acceptance criteria clearly demonstrates the changes to business process/systems to meet customer needs.

  • Work with Change Management to assess and ensure that customer and employee experience / stakeholder impacts are appropriately identified and managed

  • Ensuring that requirements-related dependencies and constraints are documented by bridging the communication between business and technology stakeholders

  • Working with relevant stakeholders on defining acceptance criteria sufficiently for testing and supporting the development of test scripts and subsequent testing of developed solutions (as appropriate), including communication of issues and resolution.

  • Manage the traceability of business requirements.

  • Leverage specialized domain, product, and systems knowledge to have a thorough understanding of the business, product, and vision; provide business/product subject matter expertise as well as recognize and drive the focus toward business value.

  • Promote innovation by applying subject matter expertise to generate forward-thinking ideas as well as critical thinking to find opportunities for improvement.

  • Ensure timely notification and escalation of possible issues/problems while assessing options and recommendations for prompt resolution.

EXPERIENCE AND / OR EDUCATION

  • Undergraduate degree

  • 3-5 years related business analysis experience

  • CBAP Certification preferred

  • Experience in BPMN 2.0 is preferred

  • Experience working in TD Scaled Agile

Through building strong relationships and developing a thorough understanding of the organization's objectives and strategy, the successful candidate will act as a trusted risk partner, balancing technology and business acumen to guide the teams as they navigate through complex risk domains and regulatory requirements. A key component of the role is to foster and effectively manage relationships with Risk & Control Partners and executives across all lines of defense (such as Technology & Cybersecurity, Compliance, Operational Risk, Audit).

Responsibilities:

  • Managing, monitoring, reporting and communication of technology and cybersecurity risks as well as regulatory, audit and self-identified issues.

  • Provide our GSD stakeholders with oversight and guidance over remediation activities for Audit, Regulatory, Operational Risk Management (ORM) issues and other tech and cyber risk issues

  • Supporting and consulting GSD stakeholders in preparation for and throughout audits and exams, and in understanding potential issues, composing management responses and appropriate remediation activities

  • Working with Internal and External Auditors, Legal & Compliance, to ensure appropriate oversight of IT and cyber risks

  • Participate in the execution of Operational Risk Management and Compliance programs involving multiple stakeholders across the organization.

  • Participate in establishing robust and flexible processes for internal and external regulatory and risk operational reporting and status reporting, including regulatory requirements across multiple jurisdictions

  • Understanding and keeping current on technology and cybersecurity trends as well as evolving audit, regulatory and compliance requirements

  • Manage stakeholder and executive relationships as they pertain to Program deliverables; influence and challenge individuals at all levels of the organization to effectively manage risk and proactively drive milestone progress and delivery dates

Job Requirements

  • University Degree.

Appointed Actuary, TD Insurance Risk Management
, the Senior Manager,
IFRS 17 Valuation
serves as a key actuarial lead for on-going actuarial modelling enhancements for the Life & Health corporate and valuation actuarial teams supporting TD Insurance. The role will also support the AVP on various deliverables of the group as required for the Appointed Actuarial Report, FCT, EWST, LICAT, ORSA or other process and control improvements.


Role Overview – Senior Manager, IFRS 17 Valuation:

  • Understanding of IFRS 17 accounting standard – successful candidate will demonstrate a thorough understanding of IFRS 17,

    Insurance Contracts
    (IFRS 17) in the context of Actuarial modelling implications and be able to effectively work cross-functionally with Finance on IFRS 17 actuarial disclosures in relation to TD's Life & Health business, for both TD Life Insurance Company and TD Re (Barbados) level. There is an expectation of a deep understanding of the standard, interpretation and industry application that will allow for development of actuarial model changes and quantification of profit/loss impacts, capital impacts and operational impacts to TD Life & Health in comparison to peers.

  • IFRS 17 actuarial modelling – The successful candidate will utilize her/his knowledge to update actuarial models including reinsurance, working through data flow changes with the IFRS 17 tool. Work in collaboration with the BAU Corporate Actuarial team, lead and weigh in on updates to process and control documentation as required.

  • IFRS 17 and new products – As the L&H business evolves, the senior manager will work with the L&H business and rest of the Corporate and Valuation Actuarial teams to integrate any new products, product changes, new reinsurance arrangements into the IFRS 17 accounting and related revised capital frameworks.

  • IFRS 17 Project Governance and Education – The senior manager will assist the Appointed Actuary and project team with presentations to stakeholders and governance committees within TD Insurance and TDBG as well as relevant external stakeholders, taking into account the implications of IFRS 17 on TDI L&H from a conceptual and quantitative perspective (e.g. insurance liability, profit and loss, capital perspectives). Additionally, the senior manager will work together with others as required to develop presentations for such purposes.

  • Special Projects and Continuous Improvement- Lead the team in the development and evolution of the valuation, LICAT and FCT model including any implementation of new products. Support the corporate and valuation actuarial team of the L&H business with process and control improvement initiatives and action items and other efficiency projects such as improvement to data flows and modelling.

  • Corporate Actuarial – The Senior Manager will support the AVP in collaboration with the rest of the team in support of the Appointed Actuary's corporate actuarial deliverables including support for the Appointed Actuarial Report, FCT, ORSA, experience studies, etc.

Communication:

  • Ability to communicate effectively in English, both verbally and in writing. French is an asset.
  • Highly adaptable in having discussions with different stakeholders in terms of expertise, providing training at differing levels of detail based on seniority.
