The Engines and Power Systems (E&PS) organization has a need for a Systems Chief Engineer for all E&PS products.
The Systems Chief will define Systems and Requirements Based Engineering (RBE) processes to be followed by the E&PS organization, evaluate the technical acceptability of product systems, and guide the engineering team in the execution of systems engineering activities.
KEY RESPONSIBILITIES
- Define systems and RBE processes for the E&PS organization to achieve process compliance with commercial certification, military qualification, and customer requirements, including ARP4754B and ARP4761A, in an executable framework adapted to the E&PS organization.
- Establish process standards for the organization. Review process implementation within programs for acceptability.
- Serve as an organizational change agent, understanding the principles of organizational behavior, and architecting processes and training programs accordingly to realize change.
- Define organizational teaming and execution approaches to work effectively in concert with systems and RBE development assurance processes.
- Guide and mentor the engineering organization in system architecture and development of complex systems.
- Review systems designs for technical compliance, risk management, and architectural optimization with the assistance of the Product Chief Engineer.
- Evaluate technical proposals for requirement compliance and adherence to RBE principles and language. Evaluate for proposals acceptability in support of the Product Chief Engineer.
- Define requirements for RBE tools to support the RBE process, define standard tools, standard usage approach, and best practices, and guide improvement activities.
- Coordinate with the full Aerospace Technologies (AT) organizational peers to define AT-wide standard tools and processes.
- Define the Model-Based Systems Engineering (MBSE) approach.
- Define and implement a digital thread strategy.
- Define and implement improvements to design review processes to support RBE.
- Support the Product Chief Engineer and Project Engineering organization in customer communications.
- Technical oversight of approximately $60M of annual effort.

BASIC QUALIFICATIONS
- Bachelor’s Degree in Engineering
- Direct experience in defining and executing systems engineering processes in compliance with ARP4754.
- Minimum 10 years directly related engineering experience in the design and development of complex electro-mechanical systems in an RBE framework.

- Deep understanding of MBSE and digital thread approaches, and its practical application to achieve organizational benefits.
- Deep technical understanding of all aspects of the systems engineering process and associated lifecycle design reviews, including architectural trades, functional and requirements decomposition, validation, implementation, and verification.
- Practical understanding of the expected maturity at each lifecycle design review phase, common failure modes for each, and approaches to effectively achieve maturity.
- Understanding of organizational behavior, the interplay of systems and RBE processes in concert with the organizational structure, and approaches to resolving maturity gaps.
- Know and guide where processes should be standardized and where they can be tailored based upon the product and executing organization to achieve development assurance, minimize development errors, minimize cost, and maximize speed while always ensuring product safety.
- Deep understanding of available tools, relationship of process design with tool structure and capability, and data structure design to achieve process intent while enabling speed and efficiency of process execution.
- Demonstrated capability to technically evaluate the correctness and completeness of requirement validation, proper design implementation, correct verification, and assess associated risks throughout the lifecycle. Key technical disciplines include performance, operability, aerodynamics, electrical power, structural strength, dynamics, icing, fire, lubrication, secondary flows, and thermals.
- Able to translate the necessary product characteristics into requirements language with a practical understanding of the best approach to structure, the right level of detail, and train the organization accordingly in its application.
- Ability to define training, mentoring, and staffing needs to mature the organization to achieve process requirements.
- Skilled in time management in a matrixed organization with competing priorities.
- Excellent oral and written communications. Clear and concise communicator. Able to tailor communication to suit the audience, communicating with intent and focus.
- Ability to escalate effectively with leadership and cross-functionally across the organization.
- Able to build strong interpersonal relationships and resolve conflicts directly, tactfully, and effectively.
