Government and Public Sector Engagement Accounting & Billing Lead Associate Director
EY Government and Public Sector (“GPS”) is seeking a full-time Engagement Accounting & Billing Lead Associate Director. This role will report to the GPS Markets Finance Leader.
In this role, you’ll be responsible for leading the engagement accounting and client billing teams, ensuring adherence to policies, applicable law and regulations, contract clauses, procedures, and internal controls.
Your key responsibilities
- Guide, mentor and manage the Project Setup & Accounting and Billing teams
- Act as a Trusted Advisor to the business, promoting a ‘best-in-class’ organization
- Maintain CAS compliance through well-documented processes and procedures
- Automate invoice approval process, where applicable
- Regularly analyze workload requirements to balance between team members and create efficiencies
- Wherever possible, attend contract Project kickoff meetings to elevate and refine handoffs, CBS information exchanges and efficient access to relevant data
- Responsible for reviewing and enhancing engagement accounting and billing policies, and desktop procedures for GPS
- Oversee interim and final vouchers for T&M, FP, and Cost reimbursable contracts in accordance with contract terms and conditions
- Monitor year end indirect rate adjustment vouchers in accordance with the FAR
- Work with engagement managers to ensure vouchers are current, accurate and complete
- Monitor AR and cash application activity and enforce payments against vouchers issued
- Prepare periodic internal financial and external regulatory reporting
- Oversee and review ASC 606 revenue recognition process and implementation
- Mold and transform Engagement Accounting and Billing Teams, prioritizing efficiency and accuracy
- Oversee weekly subperiod close process and associated revenue and billing reviews
- Participate indevelopment and review performance of individuals on the GPS Engagement Accounting and Billing teams, guiding them through their careers at EY
- Ensure compliance with FAR and FAR supplemental regulations applicable to US government contracts and the accounting system in particular
- Lead and brief special accounting projects
- Support and oversee internal and external audits

To qualify for the role, you must have
- A Bachelor’s degree in Accounting, Finance, Business Administration, or related field, or equivalent experience
- 12+ years of relevant accounting / finance experience in a government contracting environment
- 7+ years working in a leadership capacity in an accounting / finance function
- Experience billing using Deltek Costpoint and Cognos Reporting tool.
- Working knowledge of FAR Part 31
- High degree of proficiency with Microsoft Office Suite, including Excel, Word, Power Point
- The ability to obtain a security clearance
Ideally, you’ll also have
- Experience supporting preparation of incurred cost submissions
- Experience with accounting system audit by DCAA

The base salary range for this job in all geographic locations in the US is $123,600 to $238,000. The salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is $148,400 to $270,500. Individual salaries within those ranges are determined through a wide variety of factors including but not limited to education, experience, knowledge, skills and geography.
