  • Responsible for managing Federal Subcontracts from inception through close out
  • Ability to lead, manage and motive a team of subcontract professionals
  • Responsible for the design and implementation of the Procurement Manual, Procurement Policy and Costpoint Purchasing System
  • Highly skilled and experienced in Deltek Costpoint Purchasing and Subcontract Modules
  • Highly skilled in CPSR and Commercial item procurements
  • Responsible for the Subcontract RFP preparation, reviews for compliance and risk assessments
  • Review and approve subcontract packages to ensure compliance with CPSR, Procurement Manual and Purchasing System requirements
  • Develop and maintain subcontract and CPSR templates in line with the FAR and firm policies
  • Works closely with internal general counsel office on legal issues and concerns
  • Develops recommendations for process changes and enhancements to improve procurement process efficiencies
  • Responsible for ensuring Subcontracts are compliant with firm policies and procedures, as well as federal acquisition regulations (FAR) and reporting requirements.
  • Monitors and evaluates changing federal Subcontract requirements and industry trends and make recommendations and modifications to policies templates and procedures as needed
  • Develops and integrates Subcontract management tools, templates, methods, and processes for engagements
  • Works with Finance, Contracts and Business Teams to ensure proper Subcontract value, funded value, timekeeping, billing, and any other financial requirements are in compliance with internal policies and Government requirements

To qualify for the role you must have

  • Experience managing all subcontract types
  • Experience implementing and enforcing Procurement Manuals and Policies
  • Experience developing and implementing Purchasing Systems
  • Experience in leading responses to CPSR Audits
  • Excellent working knowledge of Subcontract concepts and Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) and General Services Administration Acquisition Regulation (GSAR)
  • Ability to lead projects and firm initiatives
  • Ability to apply of firm policies and procedures
  • Experienced with project management and managing complex multiple projects
  • Excellent negotiation and influencing skills
  • Ability to adjust quickly and adapt to changing priorities
  • Ability to work well independently as well as part of a team
  • Strong computer skills in MS Access, Word, Excel, and PowerPoint, as well as the ability to learn new computer applications
  • Bachelor's degree or equivalent work experience
  • 15+ years of Federal Subcontract Management
  • Ability obtain and maintain a Top-Secret clearance

We offer a comprehensive compensation and benefits package where you’ll be rewarded based on your performance and recognized for the value you bring to the business. The base salary range for this job in all geographic locations in the US is $123,600 to $238,000. The salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is $148,400 to $270,500. Individual salaries within those ranges are determined through a wide variety of factors including but not limited to education, experience, knowledge, skills and geography. In addition, our Total Rewards package includes medical and dental coverage, pension and 401(k) plans, and a wide range of paid time off options. Our expectation is for most people in external, client serving roles to work together in person 40-60% of the time over the course of an engagement, project or year.
