Job Description

Program Management Responsibilities:

  • Exercises control over insource-outsource decisions, policy formulation, budget management, planning and significant contribution to future strategy, including managing program and project planning initiatives for an entire functional area.
  • The leader in this role must be able to navigate complex and highly matrixed organizations and successfully manage business expectations, drive program improvements, and execute on initiatives working with the business stakeholders, senior in-house attorneys, outside counsel, and additional legal support vendors including Technology or consulting firms.
  • Acts as a strategic advisor to peers and Legal stakeholders and sponsors in the development and execution of plans for each program and technology initiative, including definition and timing of workstreams, management of risks, issues, and dependencies as well as deliverables that often require well thought out technology solutions and changes to the operating model.
  • Collaborates and serves as a key strategic partner and/or primary advisor to senior management, senior legal business stakeholders and functional partners on technology initiatives and other programs, as appropriate.
  • The leader in this role must take a One Legal approach with an understanding of the roles and responsibilities of the various Legal stakeholders (e.g. Product Lawyers, Cross Product Lawyers, Cluster Counsel / geographies, Country Counsel) and the businesses they support along with a broad knowledge base of various regulations and topical issues that impact banking and financial markets, including Derivatives, Securities, Loans, Contracts, etc.
  • Manages the identification of risks and ensures mitigation strategies are developed and executed when necessary.
  • Serves as a key stakeholder in senior forums covering risk management, governance, regulatory interactions, technology, artificial intelligence, litigation management, new product development, franchise reputation and/or highly complex or high-risk issues arising as part of job remit.
  • Has authority to negotiate and make independent decisions on issues / activities that have critical impact or influence on business operations.
  • Identifies and drives resolution of issues, including those outside established programs of work.
  • Manages program director level, senior program manager level and other staff, as appropriate.
  • Appropriately assesses risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervises the activity of others and creates accountability with those who fail to maintain these standards.
  • Responsible for the short- and long-term Legal Technology strategy along with the development and execution of the corresponding plan within a managed budget.
  • Accountable for the management, governance, and oversight of the Legal Technology Inventory.
  • Responsible for the alignment and adherence of the Legal Technology inventory to CDGP requirements.
  • Candidate must assume Data Ownership responsibilities for Citi Legal’s strategic applications.
  • Accountable for the implementation and deployment of Technology related controls across the inventory.
  • Responsible for the evaluation, selection and onboarding of Legal Technology vendors.
  • Direct management and oversight of a senior team of Tech Application Product Owners and System Administration group.

Qualifications:

  • 15+ years of experience in a legal, compliance, regulatory, and/or risk and control environment and 10+ years of experience managing large cluster / geography or global technology functions with extensive experience in business, functional and people management.
  • Experience in area of focus; strong working knowledge of function/business/product and the related operations and financial requirements; previous experience managing a diverse staff.
  • Consistent record as Program or Project Manager, Lead, PMO or department head, managing teams and large, strategic cross-functional projects.
  • Experience creating and managing a mature technology delivery process in a corporate function.
  • Proven ability to engage with technical teams and stakeholders to drive technological solutions.
  • Proven ability to develop innovative solutions in a dynamic environment.
  • Excellent written, verbal, and analytical skills.
  • Experience managing processes and delivering change initiatives across business functions.
  • Strong presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging.
  • Ability to work collaboratively with cluster / geography and global partners in other functional units; ability to navigate a complex organization; to influence and lead people across cultures at a senior level.
  • Must be a self-starter, flexible, innovative, adaptive.
  • Highly motivated, strong attention to detail, team oriented, organized and outcome oriented.
  • Experience with regulatory exams and relationships with examiners, auditors, etc.
  • Awareness of regulatory requirements including local and U.S. laws, international and industry standards.

Education:

  • Bachelor’s degree or proven experience in technology, compliance, legal, or other control-related function in a financial services firm, regulatory organization, or legal / consulting firm, or a combination thereof.
  • Advanced degree a plus.
