This role requires a pragmatic, proactive attorney with thorough understanding, combined with a solid conceptual / practical grounding in the laws and regulations for the geographies in which we operate. Provides input into strategic decisions, exercising sound legal judgement to develop proactive, risk-appropriate, and commercially business-oriented solutions.

In this role, you’re expected to:

  • Responsible for providing Citi businesses and functions with legal counsel; supporting strategic initiatives and product/service launches, providing subject matter expertise and interpretations of relevant laws, rules, regulations, and industry practices, and advising businessmanagement/leadershipon all manners of legal matters.
  • Objectively evaluate business decisions by applying institutional knowledge against industry standard, widely accepted business practices, laws, rules, and regulatory guidelines, escalating as appropriate
  • Collaborate across internal lines of business and control/support functions to achieve coordinated and efficient outcomes. Coordinate closely with legal peers aligned to associated businesses
  • Participate in planning and development initiatives; contribute to objectives by providing thought leadership using knowledge of industry, laws, and regulations
  • Proactively identify, evaluate, and contribute to the appropriate management of legal, regulatory, and reputational risk by collaborating with ICRM & Risk, following relevant legal developments, participating in internal projects, and performing other related tasks
  • Manage day-to-day legal activities as a subject matter expert in area of responsibility and provide advisory services to businesspartners
  • Monitor management of complex legal issues, escalating whennecessary
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards
  • 7+ years of relevant industry experience, preferably in financialservices
  • Minimum 8 years PQE
  • Juris Doctorate or equivalent lawdegree
  • Bar license in good standing to practice law
  • Qualified lawyer or solicitor
  • Experience in financial services legal and regulatory work or banking and finance transactional work, across Asia
  • Experience with distributed ledger technologies, digital assets, DeFi related regulatory developments, products and technology is a plus
  • Comprehensive knowledge of international laws, regulations and practices while staying abreast of regulatory and legal environment, internal policies and industry trends that impact the business
  • Experience with complex deals, demonstrated ability to analyze issues and develop legalsolutions
  • Effective communication and negotiation skills and ability to build and maintain trustedrelationships
  • Excellent leadership, interpersonal, organizational and relationship managementskills
  • Proven ability to apply sound judgement while managing assignments in a demanding, fast-pacedenvironment
  • Strong English communication skills (both written and oral)
  • Ability to think laterally to find solutions in relation to legal regulatory advisory matters, new products, infrastructures and technical challenges relating to digital assets
  • Good business judgement and commercial aptitude
  • Self-driven and ability to oversee, manage and deliver projects

Job Purpose:

The role of Senior Regulatory Counsel requires a senior lawyer with financial regulatory advisory expertise to assist the Legal – Regulatory Advisory (“”) team with the provision of core regulatory advice across the Asia North & Australia and Asia South clusters (“”), legal coordination and strategy in relation to financial services and activities, digital assets & distributed ledger technology, and other strategic projects across Citi. The role’s areas of focus include the evolving financial regulatory perimeter (including digital asset regulatory developments); activities models; legal entity strategy; financial infrastructure (e.g., markets and payments value chains); business conduct; public policy and advocacy coordination and support; engagement with key internal and external stakeholders (including functional partners, industry associations and/or regulators); business change projects (including those arising from US regulators); etc.

Key Responsibilities:

Responsibilities are expected to evolve over time, but initial responsibilities are expected to include:

  • Advising on key banking and financial services regulations impacting Citi across Asia
  • Supporting pre-launch and implementation plans through the provision of relevant legal and regulatory advice to internal stakeholders on projects, products, and activities throughout the post-implementation phase;
  • Assisting global leads in advising on digital assets projects from a regulatory perspective in conjunction with LRA colleagues in other regions;
  • Providing support in the APAC time zone for regulatory queries from business lines and product lawyers;
  • Assisting to identify and advise on new regulatory developments and horizon scanning in the region that may have impact across business lines and Citi entities and in conjunction with regional and global colleagues;
  • Supporting the Enterprise Services and Public Affairs (“ ESPA ”) team and other stakeholders on advocacy initiatives in respect of regulatory developments, including coordinating and assisting ESPA in the development of Citi’s policy and regulatory responses to consultation papers to or queries from regulators and policymakers, and attendance at legal-focused industry association working groups in respect of banking, financial services and digital asset regulation in the region;
  • Assisting the global lead as chair of the Digital Asset Legal Regulatory Working Group with monitoring regional developments in digital asset regulation and coordination of the Working Group; and
  • Assisting with training and education for management and product lawyers on legal and regulatory developments globally and in the region.
