This position’s duties include:
- Support the administration and management of planning and environmental compliance requirements, including being responsible for the project management and project delivery.
- Provide project planning and environmental services to support updating and implementation of NEPA Environmental Impact Statements, Records of Decision, Section 106 Programmatic Agreement (PA), Mitigation Monitoring Program, and other applicable federal, state, and local requirements.
- Lead or co-lead studies, preparing reports, and advising on feasibility, cost effectiveness, and regulatory conformance of plans, proposals, special projects, services or ongoing programs.
- Oversee ongoing implementation of hazardous materials management program, and environmental compliance of ongoing and future construction activities.
- Provide technical guidance and support to transport engineering, planning, and modelling tasks.
- Coordinate and negotiate with regulatory agencies and partner agencies.
- Responsible for presentations and public facilitation associated with activities.
- Responsible for overall project delivery management of staff and other consultants.
- Responsible for task, financial and risk controls.
- BS or MS in Environmental Studies, Planning, Policy, Political Science, or another Scientific discipline (e.g. environmental science, ecology, biology)
- 5+ years of relevant experience
- 2+ years of relevant project management and program management.
- Excellent skills in technical writing, verbal communication and computer literacy
- Experience in interagency/interdisciplinary coordination, risk identification and management
- National Environmental Policy Act (NEPA) and Hawaii Environmental Policy Act (HEPA) analysis and document preparation, or other equivalent experience
- Strategic regulatory support on multidisciplinary projects
- Ability to engage internal and external partners in a planning or permitting process, including developing and executing client and public presentations to governmental agencies, boards, commissions, and stakeholders
Ideally, you'll also have:
- Proficiency with National Environmental Policy Act (NEPA)
- Proficiency with Hawaii State Environmental Policy Act (HEPA)
- Experience and understanding of Geographic Information Systems including ArcGIS and related
- Experience with complex infrastructure projects, rail and transit
