The Finance Chief Risk Office (Finance CRO) team provides risk management oversight of the Global Finance function, including effective risk challenge and mitigation of risk for capital, liquidity, interest rate risk, Treasury investments, and private equity investments, and ensures compliance with all risk-related regulatory requirements. In addition, the team oversees the key risk management methodologies and calculations in financial and regulatory reporting, including Current Expected Credit Losses (CECL) and IFRS9 for credit reserves, and Basel Advanced Risk-Weighted Assets (RWA). The Finance CRO Chief Administrative Office (CAO) team is responsible for execution, governance, and control oversight of Finance CRO, including: (i) regulatory and audit communications; (ii) transformation agenda; (iii) policies, supporting standards and procedures, and training; (iv) reporting to Board and committees; (v) internal controls; and (vi) employee engagement across the Finance CRO organization.

The New Activity Review role is a newly created role in Finance CRO. The holder of the role represents Finance CRO as the Accountable Functional Reviewer (AFR) and provides independent review and challenge of all new activity proposals that create new or incremental finance risks for Citi. The New Activity Reviewer is engaged throughout the end-to-end life cycle of new activity process, including but not limited to initial risk assessment, technical due diligence, validation of conditions, and post execution reviews. The scope of new activities covers all five core businesses at Citi. The role allows for unparalleled organizational exposure and interactions with senior members of Citi businesses and control functions, an opportunity to gain a broad understanding of Citi’s business, products, risks and controls, and insight into new activities that Citi is

Responsibilities:

  • Represents Finance CRO as the AFR for finance risk in the end-to-end new activity approval process.
  • Partners with New Activity Risk Management team and other relevant teams to carry out the second line review and challenge of finance risks in the proposed new activities.
  • Effectively engages subject matter experts withinFinance CROthroughout the new activity approval process life cycle, such as performing technical due diligence and conducting post execution reviews.
  • Works with businesses and other stakeholders to create approval conditions as needed.
  • Ensures the delivery of sound and well-documented risk management decisions in a reasonable timeframe throughout the new activity lifecycle.
  • RepresentsFinance CROat New Activity sub-Committee meetings.
  • Provides routine and timely updates to the senior leadership team withinFinance CRO.
  • Provides constructive suggestions to improve the in-house, proprietary workflow tool used to manage the new activity approval process.
  • Advises businesses on best practices in finance risk management.

Qualifications:

  • 15+ years experience in product program governance and risk management framework.
  • Understanding of Citi’s risk and control framework, prior risk management experience in liquidity risk, non-trading market risk (interest rate risk in banking book), and regulatory capital is an advantage.
  • Strong analytical capabilities and excellent verbal and written communication skills.
  • Self-starter with strong work ethics and takes ownership of deliverables.
  • Ability to provide credible challenges and make difficult decisions if needed.
  • Intellectual curiosity, seeing the "big picture", and ability to ask probing questions in a respectful and professional manner.
  • Attuned to industry and regulatory events/trends.
  • Ability to work with divergent views across the organization to arrive at sound risk management decisions.
  • Open to expanding responsibilities outside of direct experience.

Bachelor’s degree required, Masters degree preferred.
