The US Card Compliance/Enterprise SCRA Testing Director oversees leadership of a large team of compliance professionals who conduct second-line independent transaction testing and control testing for the purpose of assessing the business’ adherence to regulatory requirements and validating that processes and controls are designed effectively to sufficiently mitigate risk and are operating as intended. The ideal candidate will cultivate a collaborative, iterative environment that prioritizes seeking new and innovative ways to leverage data and emerging technologies, combined with a deep understanding of consumer regulatory requirements, to identify issues and reveal new insights to further US Card’s well-managed efforts. The Test Lead will be at the forefront of a major transformation within second-line testing’s drive towards increased automation. The preferred candidate will possess a unique vision for the implementation of an innovative testing program, a strong understanding of technology, business database sources, analytical and stratification techniques, industry best practices, test strategy, and excel at working with cross-functional teams to execute on department goals, and influence stakeholders to ensure US Card/ESCRA testing priorities and deadlines are met.
The Test Lead will support Card testing team by:
Providing guidance on development of the annual test plan (i.e., “calendaring”)
Communicating changes in testing procedure, including schedule changes
Ensuring that testing results are executed timely, technically accurate, and communicated clearly and succinctly
Reviewing work of the testing team
Building and maintaining strong relationships with business partners, Compliance advisors, and Compliance’s Analysis & Innovation team, as well as across other Compliance testing teams
Demonstrating strong problem-solving skills
Demonstrating strong written and verbal communication skills
Demonstrating strong negotiation and leadership skills
Exhibiting the ability to influence stakeholders
Removing roadblocks and barriers for team in order to ensure effective administration of the testing program
Responsibilities:
Lead in the development of automated and innovative second-line testing
Manage and develop a team of compliance testers that handle independent transactional and control testing
Develop testing calendars that optimize for risk (i.e., covering areas assessed to present the greatest risk, as well as areas of emerging risk), timing (i.e., balancing team and business workloads, audit and exam calendars), and flexibility (i.e., enabling adjustments to address changing needs).
Manage staffing assignments to ensure effective and timely completion of testing commitments
Oversee the development of test plans, creating a culture of continuous validation and improvement of test design
Evaluate and manage processes to ensure team delivers quality results
Manage to testing schedules to ensure they are completed in appropriate timeframe
Identify the need for improved data sourcing and partner with the business and Analysis & Innovation to develop improved data sourcing
Partner with the Data Analytics team to ensure adequate support for data sourcing
Amend testing calendar as needed
Analyze test results and create reports that are clear and succinct and maximize utility for the Card President and Card Leadership Team to ensure visibility and drive any needed improvements
Establish and maintain strong relationships with Compliance Advisors, Risk Office, and Business Areas
Engage with subject matter experts as needed to determine adherence to test procedures
Provide updates on testing status as needed
Basic Qualifications:
Bachelor’s degree or military experience
At least 7 years of experience in risk management, compliance or audit
At least 3 years of people management experience
Preferred Qualifications:
At least 10 years of experience in risk management, compliance, compliance testing, first line testing, automated testing, or audit
At least 5 years of financial services consumer compliance monitoring experience
At least 5 years of people management experience
Certified Regulatory Compliance Manager (CRCM) accreditation
Familiar with open source/digital technologies to mine complex, voluminous, and different varieties of data sources and platforms
Familiar with building data solutions, tools, and capabilities to enable self-service frameworks testing
Demonstrated ability to explore and quickly grasp new technologies to drive varied initiatives
Evaluate data management, data quality and data access processes for gaps, inefficiencies, and opportunities; provide recommendations for improvement
Drive an understanding and adherence to the principles of data quality management, including metadata, lineage, and business definitions
