Jacobs is searching for a dynamicto join our team in. In this role, you'll direct and supervise the activities of the Maintenance Department of the Edward C. Little Water Recycling Facility (ECLWRF), three (3) satellite plants and Hyperion Pump Station and be responsible for overseeing all installation, repair, and upkeep of plant assets that make up the various facility processes including Title 22 (conventional Tertiary for re-use), Barrier (groundwater injection), Nitrification (cooling water), High Pressure and Low-Pressure Boiler Feed Water Treatment plant processes. You’ll work closely with the client and Project Management to develop and implement strategic asset maintenance plans to reduce life cycle costs and improve the reliability of critical production assets. You’ll work in unison with other departments to ensure that the facilities and equipment are maintained efficiently through planning and coordination, to minimize equipment downtime and maximize production. You’ll have 4 direct reports: a Warehouse Technician, an Asset Management Engineer and two Supervisors (Mechanical Maintenance Supervisor and Instrumentations & Controls Supervisor) and 14 indirect reports: one Asset Management Technician, nine O&M Technicians and four I&C technicians. You’ll ensure that all maintenance staff strictly follow all safety policies, procedures and practices with appropriate PPE being worn at all times. You’ll promote growth and development of your staff and ensure that all training needs are met.


Principal Areas of Responsibility

• Knowledge of wastewater treatment and/or water treatment, engineering principles, general administrative principles and practices, and methods of supervision

• Develop strategies and plans as well as installation and maintenance procedures for the facility and other satellite facilities with the goal of continuously improving asset performance and reliability as equipment allows. Evaluate, discuss and plan preventative and corrective maintenance tasks

• Ensure equipment is maintained in proper operational conditions in accordance with operations and maintenance manuals (manufacturers’ recommendations)

• Understand and implement Root Cause Analysis (RCA) Investigations

• Organize and lead asset management working groups

• Keep up to date with Asset Management practices, principles and developments in the water/wastewater industry

• Direct, manage and oversee staff activities in the installation, preventative maintenance and corrective maintenance repairs of equipment while ensuring the prompt repair and replacement of mechanical and electrical equipment

• Contribution for preparation of annual budgets and long-range budgets, as well as annual inventory of fixed assets and spare parts

• Ensure constant monitoring of expenses and use of resources, and implement budgetary and cost controls in line with Project Management

• Organize and leads asset management working groups

• Responsible for procurement activities and interaction with suppliers and contractors for the maintenance department

• Ensure that the Computer Maintenance Management System (CMMS) is timely administered and kept up to date (equipment nomenclature, preventative maintenance frequencies, appropriate reports, backups and updated preventative and corrective maintenance work orders, and reports)

• Oversee the CMMS and ensure the data entered is reliable and accurate, and that the CMMS is utilized properly

• Supervise work order entry into CMMS to ensure proper triggering of maintenance activities

• Handle general administration duties (approval of reports, requisitions, and employee timesheets)

• Establish policies for inspection, maintenance and repair of vehicles (schedules repairs and follow-up on repairs being made)

• Manage emergency call outs and assist the Company and the Client on special projects.

• Provide direction to support maintenance staff within the department and responsible for performance management, including progressive discipline and staff development of the maintenance department

• Develop adequate training programs to ensure continuous skill improvement of staff

• Perform other duties as needed and/or required to operate and maintain the facility

• Manage and coordinate special projects as directed

• Review training needs assessments (TNA’s) and safe work plans

• Provide support and guidance in capital projects, Research & Development projects, and plant improvement projects

• Interacts with, coordinates with, and supports Operations/Maintenance staff, Laboratory staff, engineering staff, and the administrative staff to perform related responsibilities

• Ensure safety objectives for department are communicated and monitored for compliance. Also ensuring the Training Needs Assessment (TNA) completion for department is kept above 85% at all times, quarterly inspections are done as assigned, and Job Safety Analyses (JSAs) are completed as needed
