Job Background/context:

Liquidity, Interest Rate Risk and Regulatory ratio management is central to ensuring the bank has the right platform to service its clients and generate the right returns for the franchise.

Job Scope:

Overall responsibility for Zambiafranchise balance sheet, liquidity and interest rate risk management, andLocalarkets Risk Treasury business. Responsible for managing funding,iquidity and accrual interest rate risk for Citi Zambia’s balance sheet. Optimize Investments return on Local Markets surplus liquidity in Bond and Money market instruments, while managing Cost to Close and Other Comprehensive Income (OCI) within all internal and external rules, regulations, and risk limits

Key Responsibilities:

Regulatory

  • Maintain appropriate relationships with key stakeholders and regulators in the Zambian Market
  • Responsible for adherence to regulatory laws and limits – including but not limited to: unencumbered assets, Liquid assets limits, Short and Long term liquidity metrices, local regulatory liquidity ratios and limits as well as any other applicable rules and regulations

Internal policy

  • Coordinate the setting of limits in collaboration with Independent Risk Management and execute adherence to the set limits
  • Manage Risk within set limits (both accrual and MTM risk)
  • Adhere to internal Citi policies that apply to the role (Market risk, Liquidity, Code of Conduct policies etc.)
  • Coordinate the Transfer Pricing process with other businesses – for both contractual and behavioral accounts
  • Full oversight over liquidity and managing the day to day liquidity process for the bank (Includes coordination with operations, Bank of Zambia, other interbank stakeholders (BCMA, Services, Franchise, Finance, Compliance, Legal and audit as well as other banks in the ordinary course of liquidity management

Business and supervision

  • Help with the conduct of an effective Assets and Liabilities Presentation to the Country Coordinating Committee (CCCC) in coordination with the Markets Head/Country Treasurer, and CCO. Work collaboratively with all stakeholders and country businesses to deliver an efficient balance sheet, execute transfer pricing for the businesses in accordance with policies and plans, monitor returns and ensure forward-looking balance sheets
  • Manage interest rate risk related to accrual businesses and attest to integrity of the Interest Rate Exposure (IRE). Collaborate with Finance and the businesses to ensure the integrity of Net Interest Revenue
  • Manage the liquidity profile of the franchise balance sheet to meet minimum regulatory and internal liquidity requirements as required by Citi’s internal policies, and consistent with CEP requirements as appropriate. Provide Treasury attestation for all required global and local liquidity reports. Manage comprehensive Funding and Liquidity Plans, including Contingency Plans, and continuously monitor and manage resultant balance sheet activity against these plans
  • Manage the continuum of stress testing for the balance sheet, including liquidity, capital and interest rate risk metrics under various scenarios as required
  • Manage interest rate hedging policies to the extent possible under applicable constraints
  • Manage all transfer pricing process and policies for all assets and liabilities on the Country Balance sheet
  • Manage all Funding and Gapping Risk, and AFS bond portfolio towards delivering the Budget number for the Local Markets Business

Knowledge/Experience:

  • Relevant experience in Market Treasury role

Market and Liquidity Risk Management, Macroeconomic and Quantitative analysis, ability to multi-task, strong interpersonal skills, thorough understanding of all Treasury Management Systems and technology platforms.
