Job Description:
This role will serve as the Chief Compliance and Money Laundering Officer (CCO) for PayPal UK Limited (PPUK) responsible for overseeing and ensuring the company’s compliance with all regulatory conduct requirements, including those established by the Financial Conduct Authority (FCA) and other relevant regulatory bodies. The CCO will play a critical role in shaping the company’s compliance strategy and risk management framework and ensuring a culture of compliance across the organization. The CCO will assume SMF16 (Compliance) and SMF 17 (Money Laundering) Senior Manager functions, will work alongside the PPUK Chief Risk Officer (responsible for PPUK prudential risk) and will report through to the PPUK CEO and International Head of Compliance.
In your day-to-day role you will:
- Lead the ongoing oversight and maintenance of the company’s compliance program, ensuring alignment with FCA and other relevant UK regulatory requirement and PPUK policies and procedures.
- Maintain a strong understanding of applicable laws, regulations, and industry standards, ensuring PPUK’s compliance strategy evolves in line with regulatory changes.
- Ensure that the company remains up to date with changes to regulatory frameworks and make recommendations for necessary adjustments to internal policies and procedures.
- Develop, implement and maintain the AML/CTF framework, policies and procedures.
- Oversee the preparation and submission of required regulatory filings and reports.
- Chair the PPUK Risk and Compliance Committee.
- Ensure the company’s activities adhere to legal and regulatory requirements, including Consumer Duty and AML regulation.
- Identify, assess and monitor compliance risks across the organization and ensure that appropriate mitigation strategies are in place.
- Ensure annual business risk assessments for financial crime, Fraud, Sanctions, and Anti-bribery and Corruption are conducted effectively for all PPUK products and services.
- Establish and maintain appropriate financial crime risk-based monitoring processes proportionate to PPUK’s operations, scale, nature, and complexity as it relates to all PPUK products.
- Oversee the draft, review, and implementation of compliance policies and procedures to ensure alignment with regulatory requirements and business objectives.
- Act as the key liaison between the company and regulatory bodies and serve as the primary point of contact during regulatory audits, inquiries and other ad hoc regulatory engagement requests.
- Report regularly to the PPUK Board of Directors, Board Audit and Risk Committees, senior management and relevant committees on the status of compliance activities, key risks and any regulatory issues.
- Ensure that appropriate corrective actions are taken when compliance issues are identified.
- Build out, lead and manage the 2LOD (Compliance and Financial Crime) teams, ensuring that staff are well-trained, managed, and resourced to perform their duties effectively.
- Provide guidance and leadership on complex compliance matters and ensure the team’s performance aligns with the company’s strategic objectives.
What you Need to Bring
- Extensive experience in a senior compliance role within a regulated financial services environment.
- In-depth knowledge of FCA and other UK regulations including AML/CTF, conduct risk, prudential regulation and data protection.
- Experience successfully managing complex regulatory relationships and representing the organization in regulatory audits, inquiries, and investigations.
- Strong leadership experience, with the ability to drive and influence compliance culture across the organization.
- Extensive knowledge of financial regulations, industry best practices, and emerging regulatory trends.
- Excellent communication, presentation, and interpersonal skills, with the ability to interact effectively with senior management, regulators, the Board of Directors, and cross-functional stakeholders.
- Strong analytical and problem-solving abilities with the capacity to identify and address complex regulatory issues.
- High level of integrity, attention to detail, and a proactive approach to identifying and mitigating risks.
