Minimum Qualifications:

The Senior Manager, Governance and Internal Controls will work closely with PPEU, Global colleagues andplaying a critical role in ensuring effective governance, risk management, and compliance within PPEU, in line with applicableregulations and guidelines issued byCommission de Surveillance du Secteur Financierentrale du Luxembourg (BCL)European Central Bank (ECB).

  • Facilitate and managekey PPEUgovernance forums, including the Operations Compliance and Risk Committee,including developingagendas, coordinating presentations, preparing briefing materials, documenting decisions and action items, and ensuring timely follow-ups and escalations.

  • Design and execute a robust Reporting Framework for PPEU, enabling the Bank to evidence adherence to regulatory requirements while aligning with corporate goals and objectives.

  • Oversee the Bank’s documentation processes, including the development, management, and periodic updates of local policies, ensuring clarity and compliance.

  • Coordinate preparation for and provide responsive support during internal and external audit engagements, including regulatory examinations, internal audits, and reviews from the second line of defense.

  • Recommend refinements to internal processes to address gaps andensure compliance with industry regulations and standards in all reporting and operational activities.

Risk Management and Internal Controls

  • Partner with cross-functional teams to perform and update comprehensive risk assessments, including processes for identifying, documenting, rating, and evaluating controls.

  • Manage and maintain detailed inventories of risks, controls, products, processes, and capabilities applicable to the Bank, ensuring ongoing accuracy and relevance.

  • Prepare comprehensive status reports and presentations tailored for senior leadership and other key stakeholders to provide insight into control framework performance, risks, trends, issues and remediation status, related challenges and next steps.

  • Identify areas for operational improvement and efficiency gains, and implement initiatives to streamline processes and reduce costs.

  • Maintain a strong understanding of key risk management principles and PayPal products and services.

  • Stay abreast of industry trends and best practices in reporting and operations to drive continuous improvement and innovation.

Team Leadership & Management

  • Build, lead and mentor a high-performing team of professionals, ensuring clear objectives, development plans and performance management

  • Promote a culture of accountability, continuous improvement and regulatory excellence across the function.

Minimum Qualifications:

  • Bachelor’s degree in finance and accounting, economics, law, or a related field.

  • Minimum of 12+ years of relevant experience in consultancy, payments or banking, with at least 3-5 years in risk management-related roles.

  • Extensive experience in a regulated European financial institution subject to complex regulations and reporting requirements.

  • Excellent leadership and team management abilities, with experience in leading diverse teams.

  • Proven ability to manage cross-functional relationships, influence stakeholders at varying organizational levels, and foster collaboration across technical and business teams.

  • Strong ability to manage multiple projects simultaneously and meet deadlines in a fast-paced environment.

  • Strong interpersonal and communication skills, with the ability to present complex information clearly and persuasively.
