The Country Compliance and Operational Risk (C&OR) Manager is responsible for ensuring the identification, escalation and timely mitigation of compliance and operational risks in the country in alignment with the Global Compliance -- Enterprise Policy, the Operational Risk Management -- Enterprise Policy (collectively “the Policies”) and the Compliance and Operational Risk Management (“CORM”) Program and Standard Operating Procedures (SOPs).
The Country C&OR Manager assists in engaging other C&OR officers, including horizontal coverage owners and Enterprise Areas of Coverage (“EAC”), to provide comprehensive oversight of FLU/CF activities. This role assists in developing and maintaining a global coverage plan which defines the scope and risk-based focus of the second line’s risk management activities. The Country C&OR Manager assists in preparing materials for C&OR regulatory exams/audits/inquiries and may assist with preparation for FLU/CF regulatory exams/audits/inquiries.
This role is responsible for GCOR coverage of the Global Markets business in Canada. The knowledge and expertise to provide second line oversight is crucial to ensuring the firm meets local regulatory requires relating to monitoring and testing and other oversight requirements. Further, this role is responsible for escalations internally from EIT as well as from regulators and for interpreting the application of local laws, rules and regulations and for conducting annual and target risk assessments. Coveraging is for multiple business lines and functions, including but not limited to equity, fixed income and derivatives sales and trading.
Responsibilities
Assists in the development of independent risk management reporting for respective area(s) of coverage as input into country/regional governance and management routines
Assists with the oversight of FLU/CF training which may include content development and/or tracking and communication of completion rates
Assists with the development and maintenance of C&OR-owned policies and standards and/or the oversight of FLU/CF-owned policies, standards and procedures to ensure regulatory and operational risk requirements are appropriately addressed, inclusive of conduct risk as applicable
Monitors the regulatory environment to identify regulatory changes applicable to area(s) of coverage and maintains a comprehensive regulatory inventory; may support communication of regulatory changes to the FLU/CF and ensuring that policies, standards, procedures and/or processes are appropriately implemented or amended to address regulatory requirements
Assists in identifying, aggregating, reporting, escalating, inspecting and challenging remediation plans, and performing thematic analysis on FLU/CF-owned issues and control enhancements
Assists in remediating C&OR “owned” issues and control enhancements
Contributes to or leads development of risk coverage plans, executes and / or oversees execution of monitoring, testing and risk assessments, communicates results
Reviews and challenges the regional contributions to Reviews and challenges the FLU/CF process, risk and control inventory and FLU/CF Risk & Control Self-Assessment (RCSA)
Supports the review and challenge of internal and external operational loss events, including development of remediation plans to strengthen controls
Supports Scenario Analysis activities for coverage areas and challenges as appropriate
Qualifications
University degree or equivalent
Minimum of 5 years’ experience in securities in a financial institution
Must have compliance experience in futures and fixed income trading
Compliance experience in equities trading would be an asset
French language skills would be an asset
Project management experience

The Client Due Diligence (CDD) team conducts due diligence on TD Securities clients during onboarding, periodic reviews, and on an ongoing basis. The team ensures compliance with Global AML and other regulatory requirements, mitigating operational, regulatory, and reputational risks.

- Conduct AML reviews: Verify AML requirements (KYC, FATCA, CIRO, CRS), ensuring compliance during onboarding, periodic reviews, and ad-hoc events.

- Assist with strategic initiatives and participate in the rollout and adoption of new operational and regulatory initiatives.
Job Requirements:
- Ability to work on routine and ad-hoc requests within defined parameters, while handling operational and reporting functions.
- Strong organizational and problem-solving skills to meet deadlines in a high-volume environment.
- Proficiency with MS Office tools, particularly Excel, and experience with Bloomberg/Impact. Technical skills in UI Path, Alteryx, VBA are a plus.

Responsibilities:
Hands on role focused on test automation activities with high level of complexity
As a Test Lead for small complexity initiatives, accountable for implementing effective test strategies and plans, test design / development test case automation and test execution to achieve business outcomes.
Work as part of a Product Group, managing multiple feature PODs and the testing activities under them
Provides QE leadership, direction and feedback throughout the development and design process; provides test development / automation support to ensure that the quality of the intended solution is met.
Leverage strong knowledge to understand technical solutions to build optimized test approaches, inclusive of the tooling strategy
Strong knowledge of test data management to reuse automated test data provisioning capabilities
Effectively engineer and leverage tools and Engineering practices (DevOps tools and processes, source code management, Service Virtualization, monitoring tools, etc.)
Implement functional and/or non-functional automation frameworks (performance, readiness / reliability testing (ORT), accessibility, security) including script development and execution, and ensure automated tests are integrated into the Continuous Integration (CI), delivery, and testing (CI/CD/CT) pipelines
Work closely with the Non-functional Requirements testing teams (i.e. Performance) to track outcomes and status as part of Testing Activities
Play a key role in developing, documenting, and proactively identifying end-to-end test solution designs and early automation opportunities
Work collaboratively with the development team to define and validate user stories, acceptance criteria and Definition of Done (DoD) / Ready (DoR)
Apply the principles of Behavior / Test Driven Development (BDD / TDD) and focus on value driven outcomes
Leads Proof of Concepts (POCs) toevaluate new technologies geared towards better, faster, more secure testing activities (such as Service Virtualization, DevOps, BDD, Test Data Management)
Adhere to enterprise frameworks or methodologies that relate to quality engineering activities
Ensure respective programs/ policies/practices are well managed, meets business needs, complies with internal and external requirements, and aligns with business priorities
Collaboratively engage with relevant stakeholders at all levels, both internal and external, to shift from finding defects to proactively preventing defects
Actively seek and support continuous improvement and automation opportunities within the Protect Platform

Hands-on experience with test automation tools/frameworks (e.g., Selenium, Cypress, REST Assured) and scripting or programming languages (e.g., Java, Python, JavaScript)
Familiarity with authentication and access management technologies
Experience integrating tests into CI/CD pipelines (e.g., Jenkins, GitHub CI)
Solid collaboration, communication, and problem-solving skills
Excellent problem-solving, analytical, and communication skills; able to guide and influence across team
Strong debugging and problem-solving skills; investigates and analyzes potential solutions to problems
Candidates with the following experience will be at an advantage:
Experience and expertise in creating automated test solutions especially if it is related to API/Microservices using Java and Rest Assured.
Previous experience in the Payments Technology domain.
Experience and expertise in Agile methodologies and tools like JIRA along with BDD approach, Cucumber or Gherkin.
Confluence reporting or dashboards.
