Your impact

We’re seeking Civil, Mechanical, Electrical, Structural, and Soil/Geotechnical Engineers, as well as Hydrologists, Environmental Planners, Biologists, Archeologists, Certified Floodplain Managers, Project Managers with Environment and Historic Preservation expertise, and Architectural Historians to deploy to Kansas City, Missouri and West Des Moines, Iowa to support FEMA in providing services to their applicants. You’ll help deliver the Public Assistance grant process (from applicant assignment to exit briefing) for applicants in the states of Iowa, Kansas, Missouri, and Nebraska. You could write Project Worksheets (PWs) for the purposes of determining project eligibility, scopes of work and estimating costs to repair or replace a facility or structure in order to restore it to its pre-disaster design. We’ll lean on you to provide technical, cost estimating, and disaster recovery and/or management services while supporting technical professionals. You’ll be a key member of the team in assisting project managers or PDMG’s in major segments of moderate to complex projects or tasks, and independently conducting projects involving the evaluation of disaster-affected locations. Bring your technical expertise and passion for FEMA disaster recovery work, and we’ll empower you to restore and improve communities across these Midwest states.

For our FEMA client, qualified candidates must be U.S. citizens, able to clear Department of Homeland Security background check for security clearance level of “Public Trust”, and open to working 8-12 hours per day for 5-6 days per week. You’ll deploy Missouri, Kansas, Iowa, or Nebraska in remote disaster conditions, and most of the job responsibilities will be conducted in a FEMA office. Due to the awarding of this Task Order, you must be ready to mobilize within 24-48 hours of official notice, commit to deploying for up to 6 months or longer, and be flexible for contingent type of project work.

Typical hourly rate range for this position is $46/hr – $110/hr and is commensurate with experience relative to the position.

• Play a leadership role in business development activities that result in the award of new contracts. This typically includes client relationship development, project-specific positioning activities, teaming arrangements, proposal preparation, oral presentations, and contract negotiations consistent with established business development processes.

• Maintain and/or develop relationships with new and existing clients to determine their needs and manage expectations

• Prepare or oversee the design for roadway, highway, and/or traffic engineering projects

• Identify creative and innovative solutions based on client, project, and site constraints

· Managing utility construction projects across client service territory in California

· Interact with customers concerning land rights

· Lead the project team in identifying, tracking, and mitigating risks, issues, and opportunities

· Escalate risks and issues in order to keep projects on schedule and on budget

  • Each day will present different activities and opportunities as you help position Jacobs for success in our sales efforts. Our Proposal Coordinators will be responsible for the following general activities:
  • Provide support to proposals under the guidance of senior Sales Operations staff and, as your capabilities grow, lead the End Game coordination of small to medium proposals; may take ownership of section(s) of larger efforts under the guidance of senior staff
  • Coordinate, write, edit/tailor, and perform research for non-technical proposal sections; ensure compliance; proactively identify and communicate potential issues/variances
  • Participate in kick-off meetings and other milestone meetings, as appropriate
  • Begin to develop an understanding of business objectives, priorities, and sales strategies, especially as they relate to the proposal process
  • Learn and actively follow Sales procedures, policies, protocols, and best practices, including standard file management and archiving procedures, as well as Branding Guidelines
  • Populate/update (as appropriate) information in Jacob’s Client Success Platform (CSP) and business development-related tools and databases
  • Develop knowledge of company markets, partner/competitor/subconsultant firms, clients, and industry trends
  • Begin to foster working relationships with Operations, other Sales Operations staff, Selling Units, and Sales Enablement teams both locally and across the network

Other Job Specifications & Expectations

In addition, Proposal Coordinators will be expected to demonstrate the following progressive skills in

Leadership

  • Coordinate/provide direction during End Game to graphic designers, publishing technicians, editors, translators, reprographics specialists, and other support staff, as well as to teaming partners and subconsultants
  • Monitor and hold self to proposal schedule

Sales Strategy

  • Support Sales Operations team on proposals, lead the End Game coordination of small to medium proposals, and support Senior Sales Operations staff on larger, more strategic proposals. Coordinate as necessary with Client Account Managers (CAMs), Client Service Leaders (CSLs), and Account Strategists (AStrat) on opportunities
  • Participate in debrief meetings on completed proposals and apply lessons learned to future efforts
  • Check client websites for information and addenda
  • Evaluate and resolve problems by applying appropriate solutions and seeking leadership guidance as necessary
  • Possess basic understanding of objectives and services provided by the firm

Sales Functions and Processes

  • Demonstrate excellent oral and written communication skills; possess effective active listening skills
  • Write and update project descriptions/summaries, resumes, and other documents with limited supervision
  • Have knowledge of and ability to perform contributing skills (including document publishing, editing, and reprographic standards) supporting application of best practices
  • Offer suggestions for, or alert leadership to, improvements/additions and lessons learned to streamline processes, procedures, tools/databases, etc.
  • Prepare and ensure compliant and timely proposal deliverables, including following proposal process, and meeting client and schedule requirements; communicate issues/variances
  • Be accountable for quality assurance/quality check (QA/QC) of assigned proposals and proposal sections
