Your impact

As our Senior Construction Inspector you will be asked to monitor and inspect contractual field work which includes excavations, drainage facilities, road surfaces, and structures. You will take field measurements of pay items, report contractor’s daily production rates as well as schedule work and inspection phases with contractor’s superintendent and agency personnel.

We will look to your expertise in advising contractors of violations and make recommendations for adjustments to operations. You will review placement of and perform tests on construction materials, review lines, grades, dimensions, and elevations using standard survey and field engineering equipment. Additionally, you’ll oversee and enforce the installation of erosion/siltation controls, highways work zones and traffic control devices.

When you join Jacobs, you will have the opportunity to recommend changes to construction plans to meet field conditions or provide project cost savings, maintain project records; including daily diaries, materials notebooks, as-built plans, pay quantity records, and monthly estimates.

You’ll be asked to review and monitor Equal Employment Opportunity/Disadvantaged Business Enterprise (DBE) documentation and compliance with Federal labor requirements/regulations for Federal-aid construction projects, ensuring contractor compliance with program requirements.

Onsite employees are expected to attend a Jacobs Workplace on a full-time basis, as required by the nature of their role.

to support the delivery of multiple regional utility construction projects.As Senior Construction Manager, you will manage the delivery of the construction phase of assigned water and wastewater projects on behalf of Jacobs clients; conduct constructability reviews for ongoing designs; lead a team of construction management staff on assigned projects; or serve as the Owner’s Representative for assigned heavy civil water and wastewater construction projects. Your primary responsibility will be reviewing and enforcing construction contract documents, schedules, and budgets on behalf of the Owner and to facilitate the coordination of construction activities with all project stakeholders. You’ll serve as the primary point of contact for the client, chair necessary pre-construction, progress, and coordination meetings, and submit progress reports to the client on an as needed basis.


Responsibilities include but are not limited to:

  • Develop Construction Management Procedures Manuals in close coordination with the Jacobs Project Manager and the Owner to establish consistent practices across the entire program.
  • Represent Jacobs to clients in a positive, relationship-oriented, solutions-delivery approach by leveraging the broader firm.
  • Identify resource shortfalls on assigned projects, bring them to the Project Manager’s attention, and contribute to developing solutions to address client needs and successfully deliver projects.
  • Advocate on the client's behalf by actively engaging the firm to address evolving client needs.
  • Manage project team’s workload to ensure adequate site coverage necessary to protect client interests.
  • Review and file construction inspection team’s daily reports.
  • Develop and implement document control workflow and record keeping practices required to maintain project schedule/progress.
  • Review third party construction progress reports on behalf of the client to confirm accuracy and proactively identify schedule risks and activities that require advanced coordination or additional resources to support and maintain construction progress.
  • Oversee maintenance of CM redline set of drawings reflecting all field changes to date.
  • Administer recurring construction progress meetings and coordination meetings on an as needed basis.
  • Draft and submit construction progress reports for the client as requested.

Your impact

This individual will report directly to the Jacobs CIPP Construction Manager on an established public utility Capital Improvements Program. Working with other members of the team, you’ll provide construction inspection in an Owner's Agent or 3rd Party construction inspection role. During your time with us, you will observe, inspect, and document various construction projects as an Owner's Representative, as well as ensure compliance with design plans, contract specifications, and permit requirements.

Daily responsibilities include, but are not limited to:

    • Coordinate directly with the CM, other inspection staff and contractors to identify site coverage and inspection responsibilities daily.
    • Review approved shop drawings, construction plans, and specifications and inspect active work against the approved contract documents to verify compliance, or identify any deviation from approved plans, then elevate to the construction manager and Owner.
    • Prepare a daily field report documenting the status of the work, daily activities (including start and finish dates for CPM activities), manpower, equipment, and other observations.
    • Maintain a continuous record of change orders and field changes on a set of contract documents.
    • Maintain a continuous record of construction deficiencies and punch list items.
    • Take photographs and videos of major construction activities. Prepare a database of the photographs with the date, subject matter, and photo number/file name.
    • Verify quantities of work performed, materials used, and adequacy of the contractor’s resources.
    • Verify time and materials expense reports from the construction contractor.
    • Notify CIPP Construction Manager of potential construction problems.
    • Attend progress and pre-construction meetings.
    • Review contractor’s monthly invoice.
    • Coordinate material testing requirements with material testing firm and the contractor.
    • Prepare a pre-construction and post-construction video of the project site
    • Observe and record progress and quality of pipe cleaning and TV inspection, point repairs by excavation, cured-in-place pipe (CIPP) installations, manhole rehabilitation, and related trenchless activities.
    • Review pipe and manhole videos to confirm pipe is clean, installed CIPP meets specifications, and service connections are properly opened.
    • Periodically enter confined spaces (manholes or pipes) to inspect work.
    • Monitor all aspects of site safety, with particular emphasis on confined space entries, trench support, and traffic control.

The primary duties of the Senior Planner/Senior Project Manager are to lead project planning efforts and manage planning teams to deliver a wide range of federal planning projects, including Department of Defense (Air Force, Army, Navy and Marine Corps), US Intelligence Community and a range of federal civilian agencies. Projects can range from medium- to larger-size master planning, facility planning and asset management projects. Responsibilities will include planning, preparing, and developing planning recommendations, DD Forms 1391 and background documentation, project validation, and mapping and corresponding documentation in compliance with all applicable Federal and DoD policies and criteria. Projects could include, but not be limited to Project Development, Project Readiness Index (PRI) PRI#1 and PRI#2, Planning Charrette Report (PCR), Requirements Analysis and Planning Charrette packages. Planning projects may also include Vision Plans, Area Development Plans and Installation Development Plans that require knowledge and application of applicable Unified Facilities Criteria (UFC) for planning, including Form-Based Codes, New Urbanism, LEED, Smart City planning, and other sustainable/resilience planning strategies.

• Demonstrated knowledge and experience in the application of the philosophies, principals, practices & techniques of federal, urban, regional and/or facilities planning.

• Demonstrated knowledge and experience in the application of principles, methodology, practices of research, data collection, and interviews.

• Demonstrated knowledge, experience and application of planning disciplines such as urban design, environmental planning, military planning, economic development, or land use.

• Solid understanding of integration of geospatial technology to the overall planning process, including use, principles, and federal data standards is expected. Working knowledge and application experience using and applying GIS preferred.

• Group facilitation skills for use with community workshops and team charrette experience.

• Proven ability to develop scope parameters, prepare fee proposals and define external and internal project schedules, graphic components, mapping/planning graphic elements, and writing assignments based on a defined Scope of Work.

• Proven ability to manage the financial performance of large complex planning assignments, including tracking and maintaining overall project financial metrics and performance, schedules, subconsultants, revenue projections, client invoicing, overall budgets, and monthly financial updates and reporting effectively and efficiently using Jacobs project management systems.

• Proven ability to develop, interface, and manage client relationships.

• Manage design and/or mentor the design of overall planning documents page layouts, various charts/figures, brochures, posters, slide shows, and provision of deliverables in a variety of media formats. Graphic design skills are preferred.

• Advanced English language skills, both written and verbal, to include technical writing/editing experience and a demonstrated ability to write, edit, and deliver planning content.

• Proven ability to read, analyze, and interpret technical material, financial reports, and legal documents.
