Your impact

As anEntry-Level Smart Metering Consultant, you will collaborate with a team of subject matter experts in Smart Metering to deliver meter infrastructure upgrades to water utility clients around the world, enabling organizational and digital transformation for our clients through the implementation of new water metering systems. You will aid with reviewing and tailoring detailed request for proposal technical specifications to water utility objectives. You will support the implementation project management for utilities undergoing large-scale meter replacement projects, ensuring compliance with standard operating procedures.


Responsibilities:

  • The Smart Metering Consultant supports the implementation of smart metering projects for water utilities.
  • Utilizes existing procedures to coordinate with water utility and contractor to schedule meter locations for replacement.
  • Completes detailed review of project invoices, including validation of network connectivity for installed equipment.
  • Attends weekly meetings with contractor and utility, compiling key performance metrics and insight into project progress.
  • Reviews data collection for quality assurance and coordinates with other Smart Metering Experts to resolve issues with contractor.

You’ll get to work with our world-class Instrumentation and Control Systems team dedicated to protecting the most valuable asset in the world, water. You’ll get to work on projects on every aspect from design through onsite startup work. You will enjoy having the deepest technical resources in the industry to support you, access to international work, and Design-Build projects. Using your experience, you'll lead the development of Process & Instrumentation Drawings (P&IDs), control narratives, specifications, network drawings, panel drawings, and instrument selection. You’ll coordinate with other engineering disciplines for a cohesive design. You’ll also contribute to the development and growth of people (e.g. mentoring junior engineers) both domestically and globally. You’ll be able to develop control system software in Programmable Logic Controllers and Human Machine Interfaces and perform facility startups and commissioning activities. As well, you will be able to review constructions submittals, conduct site evaluations, make recommendations for control system upgrades, and communicate with clients and management.

We’ll Expect You To:

- Live in Oklahoma or relocate to Oklahoma within one year of employment.

- Develop and maintain strong relationships with clients, internal experts, and stakeholders.

- Display strong communication and interpersonal skills and have the ability to work in a fast-paced consulting environment with multiple deadlines.

- Work in an office environment or a client site 3-4 days per week or more.

- Utilize PLC Control systems, SCADA systems, and Human Machine Interface software to effectively design and implement instrumentation and control systems for large water/wastewater projects.

- Provide engineering and programming support for water, wastewater, municipal, and industrial clients in our local office and at client sites.

- Design, troubleshoot, and consult on SCADA and Operational Technology networks including PLCs, servers/workstation, network switches and firewalls.

- Utilize familiarity with ICS applications including event logging, domain controllers, network behavior anomaly detection systems, Operational Technology (OT) networks, hype converged and traditional servers, and anti-virus software.

- Prepare or review specifications and drawings, write control system descriptions, perform startup and commissioning activities.

- Conduct site visits and testing and make recommendations for control systems improvements and designs.

- Drive ownership of health & safety in all aspects of project execution, office, and personal environments.

As an Instrumentation and Controls / Senior SCADA Analyst in the municipal market, you will play an important part of our SCADA team as you complete a variety of technical tasks in the design and operation of SCADA systems for water/wastewater treatment facilities supporting our clients in both our local offices and client sites.

Identify opportunities for cost savings and budget optimization by leveraging experience in construction engineering, ultimately achieving client cost savings. Interpret architectural and engineering drawings to ensure they meet project specifications and verify the quality of materials and workmanship on site, ensuring all work meets the required high standards. Manage project contingencies and contract modifications using advanced excel. Draft integrated master project schedule to track and coordinate tenants’ vendor mobilizations and inspections. Provide field quality assurance support to Commissioning Project Managers to confirm full system functionality (MEP, Security and Fire protection) that meets project goals.

Providing technical support to the project manager and developing and maintaining project cost/change controls, and project budget and accounting records. Performing change order estimating and assisting project manager in change order negotiations. Reviewing weekly and monthly reports on the status and progress of the contracts, including project costs and potential changes. Guiding submittal process in the electronic project management system and monitor compliance with contract obligations such as management plan, quality control plan, cost loaded schedules, payment applications. Requiring schedule submittals and track progress, updates and review commendations on recovery plans and percentage complete for payment applications. Reviewing progress of the work against baseline schedules and initiating any necessary actions for recovery schedules or extension of contract period. Guiding RFI process in the electronic project management system and tracking and expediting responses. Tracking project closeout docs (as-builts). Assisting with the process of tracking potential change orders, RFP's, and contact modifications. Consolidating monthly reports and overseeing set up warranty response system. Maintain office records and establishing and maintaining filing system and projectdirectory. Caring for the web-based electronic project management system database. Assisting and tracking worker registrations and security clearances log and linking progress photos to the web.

  • Anticipate challenges and manage “up and out” while supporting large teams responsible for the daily details of project delivery.
  • Manage client relationships to ensure all expectations are understood and met. Work with the broader Jacobs team as necessary to ensure stewardship of positive client relationships, including active involvement in the resolution of any client concerns.
  • Monitor assigned projects to minimize risk and adhere to project budget, schedule, scope, and quality, identifying and mitigating risks as they arise.
  • Lead in developing and pursuing business opportunities with existing or new potential clients.
