Job Purpose

ICE Clear Europe’s Clearing Risk Department (“CRD”) is looking for a Risk Director to focus on developing, managing and delivering the IT Strategy for the organisation.

Responsibilities

  • Help define the IT Strategy for the CRD business, build consensus with technology partners, and manage key strategic deliveries for the business
  • Work with the Atlanta Technology Team to migrate key services to the central Risk Platform, with the strategic aim that London produces specific end-user analytical tooling & reporting over these services
  • Work with the local BI Tableau team to migrate core reporting to this infrastructure
  • Work closely with Risk Managers and Product owners to ensure that application solutions meet the business needs, with frequent agile releases to end users
  • Work with the existing London team to create, maintain and support existing End User Developed Applications (EUDA); support is ordinarily limited to office hours
  • Create new Rapid Application Development (RAD) tooling for front line Risk Management, building reliable applications which will be used to manage emerging Member and Client Risks
  • Develop across the technology stack; the team is currently working in Python & SQL
  • Work across the local technology and business team to improve agile delivery and constantly find improvements to SDLC

Knowledge and Experience

  • Proven development skills in Python and SQL at a similar organization, with a minimum of 4 years of commercial development experience as part of an agile team
  • Ability to build and develop technology consensus across multiple teams, ensuring short and long term goals are aligned and delivered against
  • Experience with trading, clearing, fund management or a related industry highly preferred
  • Understanding of iterative development methodologies such as Agile or Kanban
  • Able to work in geographically spread teams, building strong relationships with colleagues in different locations
  • Confident in understanding business processes and analytics, and able to translate requirements into solid, testable technical solutions
  • Ability to work in a fast paced and challenging environment where business demands rightly change due to market moves or regulatory needs
  • Data management experience obtained in a Financial Organisation or Consultancy working in Finance, where you have experience in embedding the importance of data modelling and management within the culture of an organization would be desirable
  • Knowledge and experience of delivery solutions in Javascript would be beneficial
  • Proven organizational skills with strong commitment to customer service and product delivery
  • Prior experience of risk systems is desirable, with an understanding of risk management concepts including one or more of back testing, stress testing, VaR, risk metrics or default management
  • Knowledge of financial derivatives products across multiple asset classes would be beneficial

You will be joining a very dynamic team, be exposed to a wide range of asset classes and be challenged with complex risk problems. You will be responsible for managing all aspects of the day-to-day risk management and drive improvement and enhancements, including identifying, developing and overseeing the implementation of new risk management tools and techniques to enhance the risk management process and risk controls. You will also contribute towards the design and implementation of new risk initiatives and products that benefit the business.

Responsibilities

  • Identify areas where the risk models, risk management processes, or infrastructure can be improved

  • Must have demonstratable experience in a role of the same or equivalent level and/or relevant professional experience in risk management and/or risk systems. At least some of this experience will have been gained in an investment bank, hedge fund or clearing house
  • Strong knowledge in financial derivatives products in one or more asset classes (e.g. interest rates, equity, softs, energy)
  • Proven ability to apply risk management models and techniques such as Value at Risk models, Liquidity Risk models, backtesting and stress testing models
  • Ability to be a team player as well as to lead a team, and to help with creating a strong risk culture
  • Proven ability to conduct research, analyze problems, formulate and implement solutions in an efficient, effective and independent manner
  • Excellent written and verbal communication skills, and comfortable in communicating risk issues to senior management for decision-making purposes

Job Purpose

The Risk Manager is part of the Risk Oversight Department within the second line of defence with specific responsibilities within ICEU. The candidate will be a key part of the team executing ICEU’s risk framework, covering all the risks faced by the clearing house, working closely with all business lines and providing analysis and information directly to the senior management team and Board. The responsibilities include; oversight of the day-to-day financial and enterprise and non-financial risk activities.

The second line of defence risk function provides the framework for identifying, assessing and ensuring appropriate transparency across the Enterprise Risk Register.

Responsibilities

Risk identification, management, monitoring, reporting:

  • Assist in the management of ICEU’s risk appetite framework, or specific aspects of it, including setting of risk appetite statements and limits in relation to clearing house Market, Liquidity, Credit and Operational Risks.
  • Risk identification on an ongoing basis, including providing views on new risks.
  • Assisting 1LOD in completing risk register assessments, inclusive of review and challenge.
  • Assisting 1LOD in maintaining the control inventory, inclusive of review, challenge and independent monitoring.
  • Reviewing and challenging the first line functions in their incident investigations
  • Providing input to relevant policies and procedures, including challenge to the policies of the first line functions relating to risk
  • Providing any ad hoc support or assistance to other roles across the Risk Oversight Department as deemed necessary by managers

Risk measurement methodologies, analytics and models:

  • Performing any necessary qualitative or quantitative assessment of risk and challenge to the regular risk measurement and assessment responsibility of the first line functions.
  • Identification, development and implementation of new risk metrics and risk reporting
  • Supporting the provision of regular review and challenge to first line risk management, escalating any major risks and concerns in a timely manner.

Risk reporting and communications:

  • Maintaining industry awareness, best practice insight and regulatory knowledge with regards to risk management.
  • Oversight of production of daily and periodic risk reports/dashboards to Executive Management and Board Committees pertaining to Clearing house risks

Knowledge and Experience

  • Bachelor’s, Master’s or other advanced degree in finance or quantitative related discipline
  • Experience in financial services risk management or another assurance or analytical role
  • Broad understanding of all risk types, with specific experience of financial risk or enterprise risk / non-financial risk frameworks valuable
  • Broad understanding of market risk measurement; VaR, stress testing, sensitivity analysis.
  • Knowledge of the financial markets, financial market infrastructure and regulatory environment
  • Confidence and ability to question / provide challenge to members of the first line risk function if required
  • Maturity and self-awareness, ability to listen actively, to build strong relationships and influence at all levels and to create a demand for your expertise
  • Credibility and communication skills to deal with senior management and business heads
  • Strong commercial awareness

As a Senior Financial Analyst within the Finance department, you will gain in-depth knowledge of the energy market maker rebate programmes to aid in the rebate process, from initial calculations through to payment and reporting of rebates. Additionally, you will support the monthly forecast and annual budget processes as well as other ad-hoc volume, revenue and RPC reporting.

  • Calculate and accrue market maker rebates and prepare rebate payment schedules

Responsibilities

  • Lead or participate in the development and execution of audit programs in accordance with Internal Audit methodologies and International Standards for the Professional Practice of Internal Auditing (IIA).
  • Support issue validation and compilation of management reporting decks.
  • Develop a thorough understanding of the Company’s exchange and clearing operations.
  • Complete audit assignments within established time frames and budgets.
  • Communicate identified control deficiencies effectively to management.
  • Maintain effective relationships with key business stakeholders.
  • Draft findings for audit reports and participate in closing meetings with management to discuss management’s responses.
  • Travel to other locations as required for internal audit and training purposes (expected travel 5-10%).

Knowledge and Experience
