The Land Acquisition and Planning Manager will assume responsibility for supporting the NTA in managing activities related to consents, licenses and agreements between the NTA and relevant third[1]party stakeholders (e.g., homeowners) that are required for the efficient and successful delivery of CBCIW. The role holder will act as a source of expert advice in regards land and property, providing analysis and strategic advice on various property related matters and managing property-based negotiations, involving significant interaction with internal and external stakeholders on multiple property related matters. The Land Acquisition and Planning Manager will support the Land, Property and Planning Lead in leading the Land and Property sub-functional area, assuming responsibility for the performance management of CP personnel deployed within the sub-functional area and leading the continuous drive towards a high-performance culture.

The role holder will be required to develop and maintain a detailed resourcing plan for the Land and Property sub-functional area and will oversee the day-to-day activities of the CP personnel deployed within the sub-functional area, ensuring they are carrying out their relevant tasks efficiently and effectively to ensure the successful delivery of CBCIW. The specific tasks and areas of responsibility the Land Acquisition and Planning Manager may be required to oversee and provide support for are included in Section 5.B of Appendix 1 to the Client Partner Scope of Services.

About you

Required to have 7+ experience in land and property acquisition and management activities with at least 5 years’ experience carrying out land and property acquisition and management activities across the project lifecycle through to completion in high value road and / or infrastructure projects or projects of a similar scale and complexity to CBCIW.

Further demonstrated experience and knowledge in the following is desirable:

  • The Irish property market and a strong understanding of compulsory purchase law and practice;
  • The obligations on public sector organisations in acquiring land and property;
  • Carrying out specialised property valuations and appraisals;
  • Actively contributing, negotiating and concluding property-based agreements involving a wide variety of stakeholders;
  • Dealing with a range of stakeholders at all levels across the organisation influencing the improvement of processes and providing guidance to support project delivery and reporting
  • Managing high-performing staff / teams including carrying out performance management, undertaking resource planning and embedding a focus on continuous improvement and best-practice;
  • Knowledge of quality management and process improvement practices and systems is desirable.

  • Ability to work in a challenging environment both on their own initiative and as part of a team.

Formal Education Qualifications

  • Required to have a bachelor’s degree in science (Surveying), property economics, estate / land management (or similar).
