The Cost Manager is responsible for the overall cost component assigned to the MARTA Capital Program, the overall assessment of the Program Cost status, and periodic reports. In addition, the Cost Manager is responsible for monitoring Cost Reports and updates submitted by the Program/Project through the cost engineers to determine compliance with contract requirements, establish proper documentation and filing of cost reports, and analyze and support cost problems that the project contractors may not have recognized.

Responsibilities:

  • Maintain an operating awareness of all contract issues and MARTA participants
  • Creates reports, and dashboards which communicates effectively to Program Directors, Project Manager, and Senior Organizational Leadership needs and requirements.
  • Develop and interpret Cost Controls policies and procedures.
  • Works with original budget, actual costs, and commitments to prepare regular cost reports to Senior Leadership within the MARTA organization.
  • Provide accurate monthly forecasting based off Program and Project Performance.
  • Provide accurate and timely KPI Reporting across the entire Portfolio
  • Works collaboratively with other CPMO Project Controls Leads on complex issues and resolutions to meet the needs and requirements of the Capital Program.
  • are aligned with the overall Capital Program.
  • Develop and maintain cost control processes and policies that are in line with current CPMO processes and policies.
  • Managing cost control team across the full range of cost control activities, including scope, cost, schedule, resource, change, and risk
  • Training and mentoring Cost Engineers, Project Managers, and other Project Team members.
  • Evaluates workload and manpower requirements to accomplish the objective of the organization.
  • Has experience in cost management for several contract delivery types, including Construction Management At-Risk, Design/Build, Design/Bid/Build, Job Order Contracting, and Progressive Design/Build.
  • Must have experience in understanding construction contracts.
  • Excellent interpersonal and leadership skills. Proficiency in writing clear reports and other business correspondence.
  • Advanced knowledge of Microsoft Office 365 applications (i.e., Word Excel, PowerPoint, Access, and Outlook).
  • Working Knowledge of Oracle.
Here's what you'll need

- Bachelor’s degree (B. S.), or equivalent, in Engineering, Construction Management, Business Administration, or a Construction related field. Two to twelve years of related experience. - Cost control certifications, such as CCP, are a plus. - 8 (eight) to Twelve (12) years of related Project Controls Management / Cost Controls experience. Ideally, you'll also have: - Experience in cost management for several contract delivery types, including Construction Management at Risk, Design/Build, Design/Bid/Build, Job Order Contracting, and Progressive Design/Build. - Prefer experience with migration of project cost data from legacy Project Management Information Systems (PMIS). - Must have experience in understanding construction contracts. - Understanding of Earned Value Management is preferred. - Demonstrated ability to work collaboratively in cross-functional teams - Prefer prior Transit program experience. Bonus points for experience working with the FTA.
