In this role, you will be the key expert on the creation and supporting documentation necessary to provide accurate cost estimates into a proposal. You will be responsible for developing the cost volumes and supporting material by working with your core business partners and business unit partners to analyze labor requirements, document basis of estimates, and all other necessary forecast documentation with supporting detail.Responsibilities will include but are not limited to:

  • Provides leadership in effective cost or pricing strategies and support on complex proposals.
  • Collect, develop and analyze cost and pricing data.
  • Responds to inquiries, identifies issues, and guides the development of innovative solutions to complex and diverse challenges concerning a variety of cost estimating topics.
  • Assess RFP and develop appropriate cost or pricing strategy. Ensure cost estimates are developed in accordance with the specifications and meet overall corporate policies and objectives.
  • Conducts review meetings with Technical Leads, Program Manager, Contract Managers, and Finance, for review and confirmation of proposal cost and pricing data.
  • Evaluates proposal and program deliverables to assist Contract Managers in determining contracting strategy.
  • Develops and maintains basis of estimate and corresponding data.
  • Provides leadership in cost and pricing reviews with management and customer representatives.
  • Participates as a member of proposal teams, supports contract negotiating teams, participates with management on proposal planning, and may make internal and external presentations.
  • Partner with proposal managers to complete final pricing data into proposal documents.
  • Performs or assists with pre-award, post-award and fact-finding audits.
  • Documents, validates, and explains cost estimates to project management, customers, and auditors.
  • May represent the company as the primary cost estimating contact and may provide direction to Intel Business Units that do not have USG contracting experience.
  • Strong understanding of Federal Acquisition Regulations, Cost Accounting Standards, contract types and available cost/pricing strategies.
  • Must be able to organize, schedule, conduct, and coordinate workloads to meet established milestones with some experience in project leadership.

  • Excellent analytical and written communication skills to accurately document, report, and present cost estimating findings to a variety of audiences including senior management and customers.
  • Excellent interpersonal skills to influence and guide all levels of employees and customers.
  • The ability to maintain the confidentiality of sensitive information.
  • The ability to initiate, plan, and lead a team of professional employees on projects.
  • The ability to represent the organization as a primary contact on cost related matters.
  • Excellent Excel and other M/S Office PC skills.
  • Ability to work independently or in a team environment is essential.

Minimum Required Qualifications:

Minimum qualifications are required to be initially considered for this position. Preferred qualifications are in addition to the minimum requirements and are considered a plus factor in identifying top candidates.   • Bachelor's degree in Accounting, Finance, Business Administration, Industrial Engineering Supply Chain, or in a related field of study -or - 8+ years of direct related work experience may be substituted in lieu of education.
  • US Citizenship Required.
  • Ability to obtain a US Government Security Clearance.
  • 4+ years of experience with Federal Acquisition Regulations, Cost Accounting Standards, contract types and available cost/pricing strategies.
  • 4+ years of experience with progressive cost estimating concepts and principles.
  • Experience in cost accounting, cost estimating, project management, project controls and/or supply chain.

Preferred Qualifications:

  • Active US Government Security Clearance, with a minimum of Secret level.
  • Master's degree in Accounting, Finance, Business Administration, Industrial Engineering Supply Chain, or a related field of study.
  • Experience working with a defense contractor.

This role is available as a fully home-based and generally would require you to attend Intel sites only occasionally based on business need.
