The AML Compliance Risk Management (ACRM) Global Funds Transfer Vice President is a senior level role responsible for assisting with the development of the global framework and program structure for the Global Fund Transfer Oversight function, under ACRM. The successful candidate will drive the development of internal procedures to mitigate money laundering risks and assist in all matters concerning financial crimes in coordination with the broader Funds Transfer (AML) team. The overall objective for this role is to utilize established disciplinary knowledge to identify inconsistencies in data or results related to product functionality and payment messages and formulate strategic recommendations on the policies, procedures, and practices for Product Development and Payment Operations functions to oversee ongoing compliance with AML regulatory requirements. The ACRM Global Funds Transfer Vice President reports directly to the Global Head of Funds Transfer Compliance.Responsibilities:
- Support the development and implementation of the firm-wide AML Global Fund Transfer Transparency Standard as well as the strategic AML Compliance Risk Management (ACRM) direction as well as maintain the AML compliance program for the businesses.
- Lead efforts within AML, working with cross-LOB teams including Product, Operations and Technology, to establish global standards and document known variations within country regulatory environments related to FATF-16/Wolfsberg Payment Transparency Standards/PaymentTransparency/specificfunds transfer regulations (for example, US Travel Rule, EU FTR, etc.).
- Where necessary, provide credible challenge to Payment Operations Fund Transfer monitoring reports to ensure full adherence to both Citi’s Global Standard to Payment Transparency, as well as alignment to applicable local regulations. In addition, where there are concerns, the ACRM Global Funds Transfer Vice President should ensure appropriate escalation.
- Build collaborative and lasting relationships with Product and AML stakeholders in jurisdictions which the Funds Transfer Vice President is based to enable a regular two-way communication be established for any Fund Transfer matters for awareness/attention.
- Provide thought leadership, guidance, oversight, and challenge to global LOB teams working on ISO 20022 adoption to ensure system enhancements and changes appropriately consider impacts to AML compliance requirements with regards to Payment Transparency. The ACRM Global Funds Transfer Vice President should ideally have skillset and knowledge of ISO20022 and, if not, timely develop same.
- Provide global Product Development and Payment Operations teams with day-to-day support on AML compliance matters relating to Fund Transfer pertaining to client on-boarding and maintenance (including implementations and processing rules), product and service launches, and client issue escalations/ exits.
- Collaborate with global stakeholders including AML Technology, Monitoring Risk Management and Operations to mitigate AML and Terrorist Financing risks.
- Utilize information from global regulatory changes, new regulations, and internal policy changes to further identify new key risk areas.
- Analyze comparative data, prepare and present reports related to AML risk assessments, and monitor AML related issues and escalations.
- Where necessary, support Payment Operations business team with support on audit and regulatory examination queries.
- Develop approaches/ action plans to compliance and control issues by weighing various alternatives and balancing potentially conflicting situations.
- Drive the development and deployment of AML related training for Product Development and Payment Operations teams as needed. Where needed, drive AML Related Training for junior Global Fund Transfer staff members.
- Provide guidance and support for cross-functional ad-hoc projects, including leading on project work streams as needed, which arise from time to time out of regulatory or environmental changes.
- Any other responsibilities, as required
Qualifications:
- 5+ years of relevant work experience within a medium or large Financial Institution
- 3+ years work experience in AML compliance, risk, or a control-related function
- Significant experience within payments and cash management businesses, with a particular focus on product management, development, operations, and technology functions
- Knowledge of AML laws and regulations which pertain to Payment Transparency, including a general and broad understanding of key AML and reputational risks (PEPs, Sanctions, AB&C, etc.) required.
- A background in general compliance/ legal/ audit, and candidates who can demonstrate an understanding of Citi AML policies and procedures, will be considered a plus.
- Proven track record of delivering results in a challenging and changing environment.
- Ability to work with regional and global partners, and influence and lead people across culture and senior level.
- CAMS certification preferred.
