The role is responsible for identifying communications, messaging, and media relations priorities on public policy issues; developing and overseeing execution of strategies to execute on those priorities; engaging with external peer stakeholders; and managing agency and trade communications that complement Citi’s approach.
Key Responsibilities:
- Hold primary responsibility for setting the strategic direction and driving tactical execution of engagement on communications, messaging, and media relations for public policy issues impacting the bank’s business. Includes:
- Identify, analyze, prioritize and regularly communicate issues and implications;
- Build internal consensus on public positioning; and
- Develop and manage the execution of a strategy to address identified issues.
- Coordinate on overall strategy and messaging content with senior colleagues across ESPA, other functions and business lines.
- Partner with communications teams across Services, Markets, Banking, Wealth and US Personal Banking, on policy issues related to these individual businesses.
- Serve as the principal point of contact for Citi senior executives and their teams on public policy related communications, messaging, and media relations strategy. Be a value-added resource providing insight and guidance on related developments and risks relevant to Citi.
- Create and execute strategic stakeholder engagement plans that build and strengthen relationships between Citi’s senior leaders and the media and policymakers, including by elevating the profiles of Citi’s primary policy spokespeople.
- Build and strengthen productive relationships with journalists as well as the communications and media leads for Citi’s financial trade associations and agency partners in Washington..
- Ensure timely development and deployment of public policy messaging and communications materials.
- Represent Citi in public fora when appropriate.
Qualifications:
- Bachelor’s degree required;
- Minimum 8 years of experience in government relations either from government, a major corporation, trade association or other business organization, and/or a private law or government affairs firm that is devoted to Japanese government relations.
- Prefer experience with US government officials and business leaders at senior levels.
- Experience working on financial services issues required.
- Prefer broad experience gathered from several areas of expertise and functions such as media communications, crisis and issue management, corporate and social responsibility, information dissemination and strategic communications advice.
- Excellent communications skills to influence and build trust with a wide range of audiences.

- Executive and Team Leadership: Proven experience in leading, influencing and developing executive level relationships and providing effective team leadership to motivate and inspire. Experience with building, coordinating and engaging colleagues and networks between geographies, products, and functions, both externally and internally.
- Collaboration and Influencing: A team player that can demonstrate an ability to build and maintain strong relationships that build trust and confidence with key internal and external stakeholders. Candidate needs to be able to interact and communicate effectively and comfortably, with credibility, honesty and transparency, to a wide range of audiences including Citi senior executives, the communication and media staffs of high-level government officials, and the media.
- Business Acumen and Results Orientation: The candidate needs to be self-motivated with the ability to manage a set of deadlines and deliverables with limited supervision and take ownership of issues in a constantly changing corporate environment. A self-starter who can think strategically as well as tactically to help address problems or advance business objectives, with the ability to improvise and adapt while being comfortable with ambiguity.
- Public policy and political knowledge. The candidate should understand the relevance of government action on business decisions, have significant knowledge of the intersection of U.S. and global political trends and financial services policy, be able to assimilate and summarize large amounts of information to analyze communications risks and translate into strategy; and demonstrate proven capacity to design and implement a communication, message, and media relations strategy within a complex regulatory environment.
