E-Trading Risk and Controls (ETRC) is a First-Line risk team which is part of the Global Markets COO function. ETRC works with Global Markets E-Trading businesses, CAOs and second-line functions to implement the E-Trading Risk Framework. Key responsibilities include:
- Governance and oversight of E-Trading businesses across Markets, which includes annual attestation/review of key E-Trading documentation, and Market Access Rule in the US (MiFID II Annual Self-Assessment in EMEA).
- Co-ordination with the E-Trading businesses of the Manager Control Assessment i.e. RCSA
- Project management of key markets-wide E-Trading initiatives and remediation of corrective actions arising from Regulatory and Internal Audit findings.
- Real-time monitoring of Citi’s algorithmic trading activities for signs of disorderly trading.
- Design, deliver, and maintain Market’s E-Trading Controls, such as Citi’s gold-source repository for E-Trading Strategies (algorithms)/Applications and the E-Trading limits management system.
- Lead reviews by global banking and securities regulators, Compliance testing, and Internal Audit of E-Trading business, including preparing of responses to findings and corrective action plans (as needed).
ResponsibilitiesThe role also requires relevant experience in ensuring compliance with E-Trading regulatory requirements, namely MAR (15c3-5), as well as supporting and contributing to the enhancement of the E-Trading related risk control framework, through strategic control enhancement projects. The role therefore has a critical part to play in ensuring best business practice, as well as meeting the expectations of Regulatory bodies.
NAM & Latin America Head of ETRC:
- Lead the NAM & Latin America ETRC team and manage their day-to-day activities.
- Manage and perform (when required) Real-Time Monitoring (RTM) for the NAM & Latin America region and review any escalations to management and second line where necessary.
- Oversee of the completion of the Market Access Rule certification.
- Oversee the design and operation of the E-Trading Manager Control Assessment (i.e. RCSA) for ETRC and Markets.
- Represent ETRC in periodic meetings with Regulators, External and Internal Audit functions and managing queries from these stakeholders.
- Represent ETRC in the E-Trading Risk Management Committee, as well as preparing materials for E-Trading updates to key management committees and board meetings.
- Review NAM & Latin America related E-Trading regulatory guidance to ensure compliance.
- Oversee and project management of key E-Trading initiatives and remediation of Markets enhancement projects for the NAM & Latin America region.
- Provide expert guidance to the Businesses with respect to the E-Trading Governance framework and represent ETRC at Product Level Governance forums.
- Develop and manage senior relationships within the NAM & Latin America E-Trading Businesses (Rates, Spread Products and Equities), Technology, Risk and Compliance functions.
- Development and coaching of the NAM & Latin America team.
Qualifications:
- 15+ years’ experience in financial services; experience in E-Trading is required, including managerial experience
- Extensive knowledge of E-Trading regulation (e.g. MAR (15c3-5), MiFID II RTS 6, SR 7-11) and guidance (e.g. PRA SS5/18).
- Extensive experience in managing a regional team and leading in a co-operative and collaborative working environment
- Excellent attention to detail when reviewing work papers.
- Proven manager and leader to be able to motivate and further develop the existing team.
- Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication/negotiation may be necessary.
- Tenacious hands-on problem-solving skills
- Excellent project management skills, with the ability to balance short-term and medium-term remedial action
- Proven ability to proactively manage and resolve conflict and effectively defend decisions with objective rationale
Education:
- Bachelor’s/University degree or equivalent experience, potentially Masters degree and managerial experience
