This role will serve as the Security Program Manager responsible for implementing the industrial security program and ensuring company and customer security requirements are met within the Federal & Environment Business Unit. In this capacity, the successful candidate will interface with all levels of Jacobs personnel and government management personnel as the Facility Security Officer (FSO) to ensure contract security compliance with 32CFR Part 117 National Industrial Security Operating Manual (NISPOM), Contract Security Classification Specification (DD254), Program Classification Guides, Federal requirements for the protection of classified information, both physical and administrative. The successful candidate will also serve as the Communication Security (COMSEC) Custodian and Operational Security (OPSEC) Subject Matter Expert (SME) for the said business Unit.
This role will also be responsible for enabling the Global Security & Resilience function in their area of remit. In addition, to the government security requirements, the Security Program Manager will execute in a matrix environment and collaboration with the Jacobs Global Security & Resilience program to assure adherence to company requirements and client delivery excellence.
Job Responsibilities:
• Delivering Area of Responsibility (AOR) Security Program in line with Jacobs Business Management System (BMS).
• Providing risk-based, intelligence driven operational and tactical support (developing and sustaining an intelligence network).
• Complete knowledge and full understanding of area of specialization – Industrial Security principles and practices within a professional discipline
• Develop and revise security plans and procedures utilizing the 32 CFR Part 117 National Industrial Security Operating Manual (NISPOM) as well as any other specific programmatic instruction manuals and integration with Global Security & Resilience Business Management System (BMS) as appropriate.
• Interpret and enforce Government and company policies as well as provide direction and guidance to employees
• Interface with program managers and maintain strong relationship with Defense Counterintelligence & Security Agency (DCSA), US Government Security customers and law enforcement/intelligence agencies as required
• Oversees/Coordinate Security program for all Classified and non-classified testing/training programs for personnel within scope
• Manage government clearance process(s) for employees and/managed contractors (as required) for clients
• Coordinate with Project Managers, Managers of Projects (MOPs), Sales Team and client FSO’s/equivalents to determine if facility can accept a job based on overall classification requirements and size requirements for proper handling/safeguarding/storage
• Supporting role in Jacobs Enterprise Security Management System. Providing high-end consultation on physical security technology and associated peripheral systems such as mass communications and visitor management systems. Assuring client compliance as required.
• Knowledge in the construction requirements for “closed areas” along with associated systems. Supporting and facilitating planning and delivery activities to ensure site security, design and operations for the protection of employees, physical assets and information – in coordination with Operations, IT and Real Estate. Assuring client compliance.
• Coordinates with client FSO’s equivalents to obtain required documents/information
• Maintain all aspects of classified visits
• Develop and implement improved methods of inspection preparation, audits, and analysis of the security function to determine performance and cost effectiveness
• Conduct formal self‐inspections overseeing implementation/completion of corrective action plan
• Lead Government Security reviews
• Conduct general and program specific briefings
• Represent the Business Unit on the Insider Threat Team
• Ensuring Closed area requirements are met and ultimately certifying physical construction paperwork
• Establish and maintain physical security systems, site protection, contingency plans and emergency response through collaboration with customers and Global Security & Resilience
• Manage travel security programs in adherence with client and company standards
• Ensure effectiveness of client personnel security requirements
• Be part of emergency response teams or emergency management teams as required.
• Conduct investigations of non-compliance government and company regulations
• Write comprehensive investigation, adverse information, suspicious contacts, violation, infraction or administrative inquiry reports
• This role includes managing people: the ISSM and System Administrator for the systems local to the IT systems will report to the Security Program Manager.
