The Liquidity, Market, and Capital Risk Oversight ("LMCRO") team is seeking a motivated candidate for a Senior Risk Manager position. LMCRO is a second line of defense Independent Risk Management ("IRM") function responsible for oversight of the company’s measurement and management of risks across the crisis continuum, including liquidity risk, market risk-taking and management, capital measurement, stress testing and management, and recovery and resolution planning. This includes regulatory stress testing (e.g., CCAR, ILST and other resilience analysis), regulatory requirements (e.g., 165(d), Basel), overall liquidity, market, and capital risk management frameworks, and regulatory compliance.
This associate will lead the LMCRO second line of defense challenge over Capital One’s Recovery and Resolution Planning ("RRP") function within Finance. This associate will lead the development and execution of a new second line of defense challenge and engagement model for recovery and resolution planning in support of Enterprise efforts to enhance our recovery and resolution planning frameworks and capabilities to meet new regulatory requirements. This associate will report to the Senior Director, LMCRO and lead the oversight and effective challenge vision of the fast-growing RRP function. The associate will drive strategic partnerships and influence the senior leadership team across the three lines of defense in Capital One to deliver a well-managed RRP program across the firm.
Key Responsibilities:
Responsible for championing LMCRO’s strategic effective challenge plan and operating model
Drive effective second line engagement across other IRM teams (e.g., Enterprise Model Risk Management, Enterprise Risk Management, Operational Risk Management, Enterprise Data Risk Management) and related governance structures for the new resolution planning initiative across the firm
Develop expertise in RRP frameworks (e.g., separability assessments, playbook development, financial preparedness and reporting) and provide thought leadership on new regulatory requirements and influence our effective challenge strategy
Drive quantitative and qualitative review and challenge of the divestiture options valuation frameworks, projections, assumptions, and rationales (e.g., franchise value, material asset portfolios)
Engage key stakeholders within LMCRO, partner IRM teams, and Finance, to develop and execute the strategic roadmap and tactical plans for the new resolution planning initiative over the next several years
Provide input and review and challenge of key design decisions and assumptions, as capabilities are designed and tested
Support development and provide early review and challenge of capabilities tests, as applicable
Provide periodic assessments of the resolution plan and adherence to applicable compliance requirements
Provide strategic and tactical updates on the RRP program and prepare presentation and memo materials for senior management
Develop strategic relationships with key stakeholders, peer banks and industry groups to track industry trends and emerging risks and influence our actions
Elevate LMCRO’s oversight framework to promote a timely and high quality submission of our recovery and resolution plans and lead the strategic management of audits and regulatory reviews and exams
Engage with regulators and lead regulatory exams and requests for information from the agencies
Provide strategic guidance and thought leadership to the RRP team’s ongoing process excellence initiatives to automate and streamline our processes
Develop a high performing team and foster an open and collaborative culture

Basic Qualifications:
Bachelor’s degree in Finance, Accounting, Financial Risk, Mathematics, Business or military experience
At least 5 years of experience in people leadership andproject management
At least 2 years of experience in recovery and resolution planning
Preferred Qualifications:
Master’s degree in Finance, Accounting, Financial Risk, Mathematics, or Business
Professional certifications such as Chartered Financial Analyst, Certified Public Accountant, or Financial Risk Manager (CFA, CPA, or FRM)
Excellent verbal and written communication with proactive problem solving and forward thinking
2+ years of experience in developing and operationalizing new and enhanced recovery and resolution strategies
2+ years of experience in financial valuations and divestiture related activities
2+ years of experience in designing and implementing dynamic Capital and Liquidity models
3+ years of experience in leading finance and risk management transformation projects
3+ years of experience leading enterprise-wide stress simulation and tabletop exercises
