Essential Functions:
- Establish and oversee formal risk analysis and self-assessment programs for various safety and security programs.
- Supports the enterprise-wide risk management program. Responsibilities include facilitating the identification of risks throughout the organization, developing, reporting, and monitoring formats on risk management issues, and developing methodologies for the assessment of risks throughout the organization.
- Promote and monitor our corporate-wide security awareness programs.
- Maintain expertise on security trends through training, research, and development to advise security and business partners on potential security exposures.
- Capture and manage metrics and measures to create and manage operational business reports that depict the status of the safety and security programs, and relevant business information for senior executives and the Board.
- Oversee department objectives and projects, tracking, managing, and reporting on them as appropriate.
- Oversee Global Safety & Security systems of record ensuring the accuracy of data, functionality, and maintenance of systems.
- General administrative management (budgets, procurement, project management, etc.)
- Manage, coach, lead, and develop a small staff of personnel.
- Responsible budget manager, accountable for managing and maintaining all aspects of both the Global Safety & Security and Aviation budgets.
- Serve as the GSS Operational Risk lead as a voting member of the OCRMC.
- Oversee all GSS / Aviation Governance, e.g., policies, standards, guidelines, and baselines. Ensure policies are managed in compliance with all legal, regulatory, and merchant (e.g.,PCI-DSS) obligationsas well as all PP Corporate Governance requirements.
- Oversee the proper management and maintenance of the GSS Global Background Check Program.
- Oversee the effective management of all aspects of the GSS Physical Security Technology Program. Ensuring effective and efficient lifecycle management of all GSS technology programs and processes.
- Oversee and ensure the GSS Environmental Health and Safety Program.
- Directly responsible for procedures and controls to assure quality of safety and security programs and processes and compliance with applicable regulatory and legal requirements, as well as good business practices.
- Establish and oversee a formal vulnerability and testing program.
- Liaise with Internal Audit, Corporate Compliance, Office of General Counsel, and Enterprise Risk Management to remediate new and outstanding issues; track security-related issues to closure, conduct risk assessments, and partner on risk and crisis management issues.
- Oversee the timely and effective management and execution of MSAs and SOWs annually; ensuring each is in compliance with all internal and external requirements.
- Serve as the lead POC for all GSS/Aviation contracts and contract negotiations - ensuring PayPal's best interests are always protected.
Qualifications/Education/Experience/Skills:
- Bachelor’s degree in criminal justice, information technology, security management, or related field.
- 10+ years of experience in risk management, law enforcement, information technology, corporate security, or related fields,with senior management experience preferred.
- Experience managing security operations across multiple locations.
- Developed and strong program management skills/experience.
- Developed and strong project management skills/experience.
- Ability to multi-task, coordinate and manage a volume of varied day to day operational issues/tasks and escalations in addition to case and program management.
- Proven and demonstrated leadership skills includingrelationship-buildingand collaboration skills with clear ability to influence, gain buy-in and negotiate with a diverse group of key businesspartners/stakeholdersincluding senior management.
- Ability to persuade, influence, and build trust with a broad spectrum of constituents across all levels.
- Ability to effectively solicit, engage and manage key stakeholders and partners (internal and external).
- Ability to represent oneself effectively and professionally in interactions with Executive Staff and their support teams.
- Operates with strong integrity and the ability to manage projects of a sensitive and confidential nature.
- Ability to generate and apply creative and innovative solutions.
- Proven ability to operate simultaneously as an effective tactical as well as analytical thinker.
- Ability to identify and manage safety and security related contractor/vendor service relationships to include associated budgets.

- Extremely detail oriented.

- Working knowledge of MS Windows (Word, Excel, PowerPoint, Outlook).
