Citi has had a presence in Ireland since 1965, it was one of the first foreign banks to open an office in the country and is the Citibank Europe Plc (CEP) Headquarters. CEP is the main European Union (EU) licensed banking entity for Citi in Europe and has branches in 21 countries. It is a systemically important bank for the European Central Bank (ECB) and Central Bank of Ireland (CBI). CEP has adopted principles based on regulatory requirements and guidance specifying the requirements and timeline for independent credit risk review which drives the rationale for this role.
This Role is a “Controlled Function” Role as defined by the Central Bank of Ireland Reform Act 2010 and Principal Regulations 2011, and amending Regulations 2014, 2015.
What you’ll do
The following key responsibilities apply to BICR Review Entities, including CEP, with specific activities relating to CEP as highlighted:
- Assess the effectiveness of credit risk management at Citi and the ability of the Business and Independent Risk to identify, monitor and mitigate current and emerging credit risks across assigned BICR Review Entities at both individual relationship level and portfolio-wide.
- Management of BICR Review Entities through quarterly Business Monitoring and periodic Reviews.
- Assessment of the quality and adequacy of credit analysis and exposure analysis as well as accuracy and appropriateness of risk ratings and classifications of obligors and facilities in accordance with relevant Citi Policies, Standards and Procedures, and the CEP Credit Risk Management Framework and applicable European Union and European Banking Authority (EBA) regulations and guidelines.
- Assessment of the effectiveness of the credit risk processes and standards of assigned Review Entities to promote leading practices and identify opportunities for improvement.
- Assessment of Business and Risk staffing to determine the effectiveness of assigned Review Entities.
- Preparation of Credit Assessment Documents in accordance with and at the quality standards required by the GRR Manual and Review Guides and pertinent regulation.
- Approval of relationship-level file testing prepared by BICR Credit Risk Reviewers.
- Evaluation of the appropriateness of Corrective Action Plans resulting from Reviews or Business Monitoring, and subsequent validation of the effectiveness of the same after implementation by the Business.
- Accountability for the quality and consistency of work products, including Credit Assessment Documents, Sample Rationale Documents, and Banking & International Credit Review Reports created for the assigned Review Entities.
- Reporting to the CEP Chief Risk Officer (CRO), Risk Committee and Board with an independent assessment of the CEP credit risk management effectiveness and process, and any issues identified during Reviews.
- Support Credit Review Managers, Senior Credit Review Managers and Global Head of Banking and International Credit Review and the CEP CRO on relevant legal entity, cluster and/or global tasks.
- Proactive communication to Credit Review Team Managers, Senior Credit Review Managers, GRR Senior Management and CEP Business and Risk Management of any concerns and/or emerging risks that may jeopardise the assigned Review Entities.
- Assist in the effective working relationship with the regulators and statutory auditors of CEP.
- Travel Required (25%).
What we’ll need from you
- Demonstrable financial services experience including extensive credit experience in corporate or commercial banking.
- Work experience in Banking, Finance, Accounting, Economics, Business Administration or similar with credit or financial statement analysis experience.
- Good knowledge of capital markets products, including derivatives.
- Expert in risk analysis and risk management processes for one or more products and lending areas.
- Fully conversant in credit policy matters with proven sound judgment.
- Understanding of EU / EBA credit regulations and guidelines, regulatory experience or relevant experience in a similar role at another institution is desirable.
- Advanced analytical skills, with the ability to identify root causes and trends and anticipate horizon issues.
- Strong project management skills, with the ability to coordinate and manage large review teams.
- Ability to recognise emerging risks, including operational risk.
- Proven ability to build and maintain relationships and exert influence without direct authority.
- Excellent written and verbal communication skills, with the ability to communicate clearly and concisely to audiences of varying levels of seniority.
- Proficient in Microsoft Office (Word, Excel, and PowerPoint).
- Knowledge of Citi's organisation and systems preferred.
- Language skills preferred, depending on cluster.
Qualifications
- BA/BSc or higher in business, finance, or a related field.
- Senior Credit Officer qualification preferred.
