Job Title:Global Markets Risk Manager – International IRRBB & Price Risk

You will be joining the Enterprise Financial Risk (EFR) group, which is responsible for delivering effective independent risk management of the activities and processes associated with managing the Bank’s capital, liquidity and interest rate – price risks (collectively “financial risks”). The EFR team serves as the Chief Risk Officer (CRO) function covering the Chief Financial Officer (CFO) Group thereby providing a holistic point of view across all seven risk types for the Company’s CFO function. Our goal is to ensure that a healthy and sustainable liquidity, capital, and interest rate risk (IRR) profile is maintained through a range of economic scenarios.

Responsibilities:

This role is for a senior risk analyst to cover the following:

  • Lead risk oversight and analysis for IRR in the Banking Book (IRRBB), and price risks in Treasury’s international legal entity and branch portfolios across Bank of America. The successful candidate will play a key role in ensuring robust risk monitoring and governance across jurisdictions, working closely with the CFO group, technology, and global risk partners.

  • Support the execution of the IRR in the Banking Book (IRRBB) and Credit Spread Risk in the Banking Book (CSRBB) risk management program (RMP) for the Dublin based banking entity (BofA Europe), ensuring such is effective at controlling the related risks and in compliance with local regulatory requirements.

  • Support the execution of the Liquidity RMP for BofA Europe, also ensuring the related risks are effectively controlled in compliance with local regulatory requirements.

What will your key responsibilities involve?

  • Provide independent risk oversight of IRRBB and Price Risk for CFO-managed portfolios, with a focus on entities and branches, primarily in EMEA & LATAM Canada regions. Analyze and report exposures across interest rate and FX derivatives, and securities. Lead initiatives to enhance risk analytics and reporting capabilities.

  • Contribute to the development and oversight of IRRBB and CSRBB frameworks, including:

    • Quantification and monitoring of Earnings at Risk (EaR), Economic Value of Equity (EVE), Basis Risk, Option Risk and also similar metrics for CSRBB.

    • Assessment of risk scenarios across various rate scenarios and time horizons.

  • Collaborate with Treasury and Finance teams to align risk metrics with strategic objectives and regulatory expectations.

  • In depth understanding of IRRBB, CSRBB and Liquidity risk drivers for the Dublin based Bank, ensuring modelling of such appropriately reflects the local Dublin entity’s risk profile.

  • Conducting gap assessments for BOFA Europe to support articulation or challenge of compliance with local regulatory requirements and internal risk frameworks for IRRBB and CSRBB, Liquidity as well as Price Risk.

  • Ensuring healthy and sustainable Liquidity Risk, IRRBB and CSRBB profiles are maintained to support business plans through a business-as-usual environment and during times of stress.

  • Ensuring adherence to the policies and procedures established by the Company. Participate in establishing, maintaining and executing risk management procedures and standards.

  • Conduct execution of risk framework activities including independent monitoring and testing of controls and risk management processes for Treasury and the LOBs, as well as review and challenge of front-line deliverables as needed (i.e. regulatory interpretations, ICAAP/ILAAP, recovery plans, risk ID, issue remediation plans and actions, new product reviews, LE capital action requests, model implementation and change, etc).

  • Liaising with businesses to understand market trends and impacts on portfolio, using knowledge of stress testing and its applicability to risk categories.

  • Managing risk requests, breach remediation's and providing effective challenge of front line units.

  • Developing risk management analyses, reports, and approval procedures and guidelines on risk limits by type of product and/or transaction.

Experience and Skills:

  • This role requires deep expertise in fixed income and foreign exchange products, including derivative and securities.

  • Indepth familiarity with industry and EU rules relating to EFR’s focus areas, and also standard measures for IRRBB, CSRBB, Price Risk and Liquidity Risk.

  • Extensive experience in the financial industry, ideally in US or EU based organisations.

  • Ability to communicate with and effectively challenge senior stakeholders.

  • Capable of independently leading initiatives and projects.

  • Effective time management skills, with the ability to manage multiple high priority deliverables simultaneously

  • Highly motivated individual who fully understands the demands of a financial risk professional with ability to work in a fast-paced environment

  • Intellectually curious with the ability to investigate and develop root cause analysis for issues and propose corresponding process or technology changes

  • Understanding of implications associated with security and derivative accounting elections would be preferable

Job Description:

The primary objective of the role of this role is to support the TDGF CIO in light of increased regulatory requirements and business growth.

We are looking for an individual to fill a leadership role that will partner in a collaborative and productive manner with our TDGF Management Teams and TDGF Technology Governance and Controls teams to advance the technology governance and management model of TD Securities in Europe, and support the Technology Team organizational management activities of a growing firm, that includes the Dublin Technology Center. Key success factors of this role are establishing productive and collaborative working relationships, driving change and excellent communication. Key partners are the TDGF and TD Technology Governance and Controls teams and TDGF 1st, 2nd and 3rd lines of Defence. Collaboration with the TD Data, Delivery and Integration Team and TD Technology Partners to oversee License correlated technology project progress will be an important element of the role within the 1st two years.

The governance requirements in Ireland are driven by TD Bank Group and by the European regulations to which the firm is subject. The regulatory operating requirements have expanded, notably with the introduction of DORA, and are expected to expand further upon granting of a TDGF Banking license application. Whilst the primary drivers are to address European and Irish regulatory requirements under a future state model, activities of the role should also consider the needs of the UK and other regional regulatory frameworks. The role will report to the Ireland CIO (Chief Information Officer)

Position Overview

This Director Level role will be a key in maturing the day to day management activities of the TDGF technology organization and driving change notably correlated to regulatory requirement, where those requirements impact TDGF technology governance and oversight, 1st line risk management and technology service delivery.

Of note are the EBA requirements related to outsourcing oversight of intra-affiliate technology services, DORA, the EU AI Act and regulatory license application process.

The ideal candidate will have a proven experience in the implementation of structured, sustainable programs to support growth and enhanced oversight. You must have demonstrated effective leadership and collaboration across a broad range of teams to implement these programs. You should have a proven track record in delivering through collaboration. Excellent communication and people skills are essential and you should be comfortable with navigating a broad technology organization and influencing others to put in place effective processes.
Delivery experience should include change related to regulatory requirements as well as technology change to support the Business Strategy and Business growth.

Key roles and responsibilities include;

  • Supporting the TDGF CIO with respect to their regulatory and technology organisation management responsibilities.
  • Supporting the CIO related to the TDGF Technology Strategy, including working with our TD Strategy team and also the Data, Delivery and Integration Delivery team to assess the global portfolio of project work related to TDGF. Notably tracking progress of local and global initiatives of relevance, escalating appropriately where project status represents risk to TDGF business growth or technology service delivery.
  • Working closely with our existing Information Security Office and Technology Controls office teams to understand current state environment and partnering with them to drive enhancements the positively impact the maturity of our technology governance and oversight posture overall.
  • In conjunction with the European CIO and Compliance, keeping up to date on the European regulatory environment notably with respect to DORA, the EU AI Act and Credit Institution related regulations.
  • Driving implementation of appropriate frameworks, processes and supporting documentation to meet European regulator expectations, notably correlated to DORA, in conjunction with the TD Governance and Control teams.
  • Understanding the 3rd party and intra-affiliate outsourcing relationship nature of our ICT service model and maturing monitoring arrangements, KPIs and MSAs in line with the expectations of the European regulators. Partnering with Technology Governance teams to implement enhanced programs.
  • On an on-going basis, maintain awareness of local and global technology environment changes and awareness of impacts arising related to ICT service provision (intra-affiliate and 3rd party outsourcing)
  • Working with appropriate teams across technology to structure, formalize and standardise reporting related to technology service delivery and CIO management reporting.
  • Interacting with Second and Third lines of defence related to the regulatory project and technology governance processes (where needed.)

  • Putting in place sustainable, repeatable best in class processes is critically important
  • Providing input into local operational resilience initiatives is also potentially in scope given elements of technology risk governance may cross over into this initiative.
  • Partnering with the Dublin Technology Center Lead to implement and deliver on Technology Center strategic growth plans.
  • Implementing and maintaining appropriate technology financial and resource management reporting for the CIO.

Leadership Profile

  • A senior technology risk management / technology governance professional with extensive experience in technology governance and leading technology delivery workstreams to support large scale change. Experience of leading regulatory related projects is critically important.
  • Experience leading/overseeing technology change project to support the Business Strategy and Business growth.
  • Strong project and program management skills are a key requirement
  • Experience with implementation of other technology risk management and IT security programs
  • Deep knowledge of the Digital Operational Resilience Act (DORA) and Resiliency related regulations as well as experience with practically implementing programs to comply
  • An understanding of, and experience with, global regulatory requirements for systemically important financial firms is a requirement. Below are examples of regulatory areas of primary interest, but other regulatory experience in other jurisdictions is valuable

Role Description:

This individual is responsible for executing substantive economic sanctions compliance and operational risk practices in any sanctions related matters requiring input, assisting Global Economic Sanctions (GES) executives. This individual will establish and maintain relationships with key stakeholders within the Front Line Units (FLUs) and Control Functions (CFs), GFC risk executives and managers and internal audit using effective influence skills; and engage in external regulatory interactions.

Responsibilities:

  • Advises and directs the development and maintenance of financial crimes owned policies and standards, and reviews relevant Front Line Units/Control Functions-owned policies and standards to ensure that regulatory requirements and operational risks are appropriately addressed specific to sanctions.

  • Produces and/or oversees independent sanctions related risk management reporting to Global Compliance & Operational Risk (GC&OR) Senior Leaders and FLU/CF Senior Leaders.

  • Monitors the changes in regulations applicable to sanctions, including advising business leaders, directing the appropriate areas to implement or amend policies, standards, procedures and/or processes to address regulatory requirements, and challenging the implementation plan as needed.

  • Participates in industry forums and monitors regulatory expectations, emerging legislation and regulation, political scrutiny, litigation and key influencers to identify and mitigate emerging sanction risks.

  • Escalates sanctions related compliance and operational risks and issues to appropriate governance routines, management/board level committees.

  • Identifies, aggregates, reports, escalates, inspects, and challenges the remediation and thematic analysis of FLU/CF-owned issues and control enhancements related to sanctions.

  • Reviews and challenges internal and external operational loss events, including the development of remediation plans to strengthen controls and providing oversight to ensure they are addressed appropriately.

  • Draft and maintain sanctions-related Risk Assessments in alignment with the GFC Enterprise Policy, Standard, and Risk Assessment Methodology.

  • Input into sanctions related risk assessments and leverage available data and analytical tools during the planning, execution, and oversight of the risk assessment process as applicable.

  • Support the drafting and execution of actions plans to prepare for any regulatory deliverables and exams.

  • Support the drafting and respond to regulatory partners working with other GES colleagues on voluntary sanctions self-disclosures, subpoenas, and license requests.

  • Independently assess credit worthiness, perform intensive qualitative and quantitative due diligence of prospective borrowers and/or trading counterparties and establish appropriate terms and conditions to mitigate risk.
  • Structuring transactions, underwriting and negotiating credit documentation designed to meet both client and investor needs including credit agreements, amendments, derivative documentation.
  • Ensuring granularity of the portfolio with specific reference to targets for net country/credit capital, legally binding commitments, total exposure and asset quality.
  • Establish appropriate internal risk ratings for clients and implement accurate adjustments throughout the client’s credit life cycle.
  • Ensuring that the portfolio and credit management process are at all times rated "satisfactory" by internal auditors, the Credit Review group and external Regulators.
  • Develop and maintain a deep understanding of the product spectrum and portfolio at the client, industry, and macro level to assess risk and craft value added solutions balancing risk.
  • Develop, maintain, and manage internal relationships with business partners including Corporate and Investment Bankers, Sales & Trading, Risk Management, Syndications, and Legal.
  • Participate in strategic projects to support business goals.
  • Providing appropriate coaching and development to junior teammates.

What we are looking for

  • BA/BSc degree (or equivalent); Finance, Accounting or Economics would be beneficial.
  • Credit risk experience at a major international financial institution, analysing, assessing companies and knowledge of EMEA and specific industry sectors, structuring transactions and documentation.
  • Credit skills, risk judgment and broader risk awareness and understanding of the wider business, market and regulatory environment in which the bank operates, and how that impacts client and portfolio’s credit profile and ability to defend rigorously a fact-based point of view.
  • Sound product/technical, documentation and process knowledge across lending, trade finance and derivative (FX, rates, commodities and equities) products.
  • Acting as an agent of change/improvement, influencing corporate policy/procedure and projecting a positive strategic vision.
  • Commercial mindset to support value added discussions with effective interpersonal and written and verbal communication skills, and attention to detail and accuracy.
  • Fluency with use of Microsoft Office applications, particularly Excel; including ability to prepare and/or review company specific financial models in Excel.
  • Strong organisational skills with ability to prioritise and work under pressure, drive deal selection, negotiate solutions, strong transaction management process, and proactively manage credit risks.
  • Understanding of credit risk sensitivities in the portfolio and risk drivers of the exposures.
  • Keen interest in finance, macroeconomic and geopolitical issues.
  • Fluency in English required. Additionally, German language skills highly beneficial.

Role Description:

This position has primary responsibility for credit approval and therefore is accountable for overall portfolio performance and asset quality. Your role involves handling a portfolio of European Corporates. You will partner with senior ECGBR colleagues to support the portfolio and work with Enterprise Credit (‘EC’, 1st line of defence credit team) in supporting our European client base. Your role will involve building and maintaining legal entity and portfolio-level reporting routines as well as contributing to regulatory deliverables.

Responsibilities:

  • Reviewing credit proposals, new transactions, sanctioning exposure/limits for portfolio clients within appropriate risk parameters under delegated authority; product types covered include lending, RCFs, FX, derivatives, repo, GTS facilities, and commodities.
  • Providing feedback to GCIB Credit/GMC (Enterprise Credit) on new client/transaction screenings in order to influence outcomes in line with credit risk limits, including appropriate transactions structures.
  • Identifying and monitoring top down emerging risk trends within the portfolio and devise action plans for mitigation where appropriate.
  • Building and maintaining portfolio-level reporting routines which cover key movements in portfolio sensitivities, exposure changes and credit rating migrations.
  • Getting involved in regulatory deliverables and other ad-hoc legal entity tasks which require credit risk input.

What we are looking for:

  • Credit risk management coverage of a portfolio of European Corporates.
  • Experience with operating under delegated approval authority.
  • Solid familiarity with product suite, including loan and derivative products, and legal documentation (facility agreement, ISDA/CSA, GMRA, GMSLA).
  • Experience in discussing multi-faceted structures with corporate and investment banking, sales and trading.
