Responsibilities:

  • This role will manage a team of professionals that are in the know about their specialty, whether that is intelligence, governance, budgets and financing, technology, training, risk or control management
  • This role will drive results and accountability across all levels of the global team, while encouraging high standards and emphasizing the importance of continuous improvement
  • This role will provide direct strategic management guidance to the senior leadership of our global CSIS team
  • Responsible for the oversight and direction of a global program (either operations, technology, and intelligence & analysis) in support of our mission
  • May be responsible for directing a team of program specialist that manage the direction and execution of regional and global operating processes, oversight and the execution of monthly, quarterly and annual reporting across the team
  • May be responsible for managing a team technical specialist and direct the day-to-day operations of the global program and will oversee the design and implementation of systems and processes to ensure all regional and global program standards are adhered to
  • Handle a wide range of important matters, provides senior level coordination for planning, organizing, and developing vital policies, regulations, directives, and procedures required to resolve issues and challenges that impact the successful accomplishment of the functions strategic plans, goals, and objectives
  • Drives results and accountability across all levels and functions of team while encouraging the establishment of high standards and emphasizing the importance of continuous improvement
  • Ensure that information from a wide variety of sources is effectively aggregated, analyzed and communicated to the leadership team to provide valuable insight and facilitate strategic decision-making
  • Manage all staffing activities: hiring, establishing performance expectations/goal/objectives, staff performance, disciplinary actions, terminations, promotions and staff compensation decisions for teams or team
  • Provide year-end compensation pool recommendations and expense approvals for team
  • Brief management on ongoing programs/projects
  • Manage deep dive analysis and provide subject matter expertise to formulate recommendations and impact the decision making of senior leadership
  • Translate multi-year goal statements into fundamental key performance indicators to diagnose trends and support business decisions
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.


Qualifications:

  • 10+ years of experience
  • Experience in managing a team(s) of excellent problem-solvers with a technical, organized and analytical mindset
  • Proven influencing, communication and consulting skills
  • Experience working with and influencing global teams
  • Experience in operations areas: Organizational management, project management, operations, technology, and finance
  • Relevant experience in a private/public sector
  • Experience in translating, communicating and applying business strategies and objectives within own area of responsibility, ensuring that direct reports and functional teams are aligned to overall strategy and objectives.
  • Proven experience in articulating and implementing best practices related to your support area
  • Deep subject matter expertise or technical experience in the program supported
  • Experience in directing and working with virtual global teams within a matrix organization
  • Certifications in Project Management, application knowledge of business improvement/Lean Six Sigma methodology, Lean Green belt or Black belt
  • Experience with facilitation of Kaizen events
  • Previous work experience in a financial services or consulting organization
  • Domestic and International travel


Education:

  • Bachelors degree, potentially Masters degree

A little about this role:

Based in Mexico City, Mexico this position reports to the head of CSIS. In support of CSIS functions, the incumbent will manage the strategy and operations of the CSIS Intelligence program, inclusive of security intelligence, open source intelligence, and investigative intelligence.

The Intelligence Lead Program Manager position is a program role requiring expertise in:

  • Leading intelligence analysis of complex security and fraud matters, using advanced open source intelligence resources and approved tradecraft
  • Applying and executing the intelligence cycle
  • Strategic and operational qualitative analysis of complex problem sets
  • Project management coordination and balancing multiple competing priorities
  • Building productive engagement models with internal and external stakeholders
  • Identifying intelligence gaps and development of innovative intelligence-driven solutions

• Developing and delivering high quality written products and oral intelligence briefings to senior decision makers

Responsibilities of this role include:

• Lead and manage a multidisciplinary team of analysts. This requires hiring, training, and mentoring analysts, including ongoing professional development.

• Lead sub-programs, including security intelligence, open-source intelligence and investigative intelligence programs. This requires management of people, management of vendors or outside resources, case/project assignments and oversight, approval of final products, and program reporting.

• Lead physical security, fraud and cyber threat monitoring, including extensive experience triaging, analyzing, and actioning real or potential threats. This requires demonstrated expertise of open source monitoring and analytics tools and capabilities, including sentiment monitoring tools, as well as link analysis and predictive analytics tools. This also requires extensive knowledge of the security, fraud, and cyber threat landscape in Mexico, including threats actors and their tactics, techniques, and procedures.

• Manage intelligence collection capabilities for CSIS, including identification and vetting of new and innovative intelligence sources, methodologies, and collection tradecraft - Utilizing multiple intelligence concepts for collection and validation of both raw and processed information (structured and unstructured data).

• Partner with stakeholders, business partners, and external colleagues on open source methodologies and tools for finding disparate data.

• Deliver detailed and professional briefings on advanced analytics capabilities, resources, and tradecraft.

The lead program manager position is a high visibility, advanced position requiring proven experience in fraud analysis, corporate program management, and leading quickly developing programs:

Bachelor's degree required, and advanced degrees and certifications are welcome (e.g. CFE, CAMS, etc)

• Bilingual in English and Spanish preferred.

• Minimum of 5-8 years of experience in program management, security and open source intelligence analysis, and stakeholder engagements

• Previous experience with corporate security (including crisis management), investigations, law enforcement, or intelligence community

• Proven record of accomplishment in helping business partners understand control needs and driving the impact of the analytical assessment

• Experience is utilizing visualization software applications - Specifically link analysis (e.g. Palantir, Semantica Pro, Link Explorer, I-2 or ESRI)

• Demonstrated ability to analyze, evaluate and interpret complex data with a strong understanding and application of analytical techniques.

• Self-starter and resourceful individual, with experience of operating in fast paced and dynamic operational settings

• Ability to work independently and with minimal oversight, while producing high quality analysis

• Broad professional experience, including prior international work experience/travel or experience working as part of a globally dispersed team

• Excellent communication, negotiation and presentation skills - Ability communicate effectively, both orally and in writing, through all levels of the organization; with high quality written products and infographics required

• Exceptional business writing skills, including report and presentation development for key leadership

• Advanced expertise in Microsoft Office products - Word, Excel, Access, Outlook, PowerPoint, & SharePoint – demonstrated creativity in use of these products to solve analytical problems

• Established project management skills - Ability to coordinate several projects simultaneously and executes daily duties with minimal supervision
