Essential Duties and Responsibilities:

  • Facility & Utility Scope: Plan, coordinate, and supervise activities with both internal and external stakeholders, including Corrective Maintenance (CM), Preventive Maintenance (PM), and Continuous Improvement (CI), for a wide range of facility and utility equipment. Systems and services. This includes, but is not limited to:
    • Fire Protection System
    • CCTV System
    • Door Access System (KABA)
    • HVAC System
    • Chiller System
    • Boiler System
    • Electrical Distribution System
    • High Tension (HT) & Low Tension (LT) Switchgears
    • Transformers
    • Purified Water (PW) & Water for Injection (WFI) Systems
    • Standard Process Water System
    • Environmental Monitoring System (EMS) within Zones 8, 7, & 5 Cleanrooms
    • Building Management System (BMS)
    • Security personal & system which include Visitor management System (VMS)
    • Parking Facility Management (Car, Motorcycle & Bicycle)
    • Sewerage & Sanitary System
    • Pest Control System
    • Laundry Services
    • General Cleaning & Cleanroom Cleaning Services
    • Transportation Services
    • Front Office Services
    • Canteen Operation
    • Additionally, oversee any other facility-related equipment, systems, and services.
  • Safety and Regulatory Compliance : Ensure that the operation of facility and utility systems adheres to the regulatory standards of the Ministry of Manpower (MoM), National Environment Agency (NEA), Singapore Civil Defence Force (SCDF), and other local authorities. Concurrently, comply with West's safety and quality policies, including Permit to Work (PTW), Hazard Identification and Risk Assessment (HIRA), and contamination control. Conduct regular safety and quality inspections and audits to ensure compliance. Maintain audit-ready records and collaborate with regulators and auditors as needed.
  • Contractor Management :Assistin evaluating, selecting, overseeing, collaborating with, and managing the day-to-day activities of both in-house and external contractors to ensure they perform according to agreed contracts and align with West's quality and safety policies.
  • Documentation Development & Training :Develop, review, and updateSOPs, SOIs, WIs, HIRAs, and other relevant documents for all facility and utility operations and maintenance to ensure they are comprehensive, up-to-date, and compliant with local regulatory standards as well as West's safety and quality policies. Conduct training for the facility team based on the approved documents.
  • West System : Adopt and integrate the West Business System (WBS) into daily operations, including the Lean Daily Management System (LDMS), Visual Management, Lean Six Sigma, and the West Safety and Quality System. This integration encompasses initiatives like See-Do-Say and Best West, as well as tools and systems such as A3, Change Control (CRF), Deviation, and CAPA tracking systems.
  • Energy Management : Assist in energy-saving initiatives to reduce the environmental footprint and increase reliance on renewable energy.
  • Budget Management :Support the preparation of facility and utility CAPEX and Operating budgetsand oversee spending to ensure adherence to budget limits.
  • Other duties: Participate in various committees as needed and perform any other duties assigned in relation to the role or company.
Basic Qualifications:
  • Degree or Diploma in Engineering from a recognizable institute.
  • Minimum 5 years in a similar role, preferably from a Pharma industry.
Preferred Knowledge, Skills and Abilities:
  • Knowledge of ISO 45001 and HSE Legislation: Possesses general knowledge of ISO 45001 standards and local Health, Safety, and Environment (HSE) legislation, manufacturing practices, and process automation.
  • Experience with CAD software (especially AutoCAD) for creating single line drawings & P&ID’s.
  • Computer Proficiency: High proficiency in working with computers and various applications, SAP, MS Office applications, and Microsoft Project.
  • Strong analytical and problem-solving skills, with a detail-oriented approach using established tools like A3, Fishbone diagram, 5 Why’s, etc.
  • Effective communication both oral and written skills and the ability to work collaboratively with both local and global functions within all levels.
  • Proactive mindset and enthusiasm for tackling challenges and an effective trainer.

Travel Requirements

  • Max. 5% of time.
