Other Services Accountabilities:
- Understand project and client requirements on health, safety and environment.
- To support management and dissemination of HSE information
- Provide visible safety leadership through application of the Jacobs Beyond Zero Values
- To undertake safety audits and safety walks
- Coaching and mentoring of Project Safety personnel and Trainees (where relevant)
- To increase overall Health and safety culture, awareness, and performance throughout your designated operational area
- Deliver HSE Training as required.
- Ensure that the local HSE team has input into the operational area BeyondZero Committee
- Lead and work together with in a cooperative manner with other HSE team members
- Own the process of investigation and close out of incidents.
- Assist in the development and the review of travel plans where applicable.
- The role is based at any key Jacobs' office servicing the designated operations.
- Provide ongoing Health and Safety advice on a need’s basis.
- Provide information for fieldwork.
- Maintain & develop local Health and Safety procedures and work instructions (where relevant)
- Understand the company responsibilities through new contracts and a change in the business model.
- Participate in Regional initiatives & system development.
- Manage local internal audit program.
- Work collaboratively with HR and/or an external service provider to ensure effective RTW management post work related injury/illness.
- Support local Beyond Zero Committee members.
- Actively interface with sub-contractor partners for the purposes of project planning, including execution of appropriate sub-contractor pre-qualifications and stewardship planning.
- Support business requests for bespoke Jacobs HSE pre-qualifications.
- Review HSE contract exhibits for appropriate application of HSE care, custody, and control relative to the project scope (e.g., HSE Roles & Responsibilities/ Performance Stewardship/ Rosters/Travel Risk Management)
- Ensure all HSE incidents are reported and investigated as required based on level of classification, and entered the Jacobs Intelex reporting system Ensure regional audit corrective actions are closed out in a reasonable time frame i.e., Legal compliance, OHSAS 18001 certification, project, & system
- Coordinate the ‘Action Management’ program as directed Verify that the recommended approach or presented solution is correct and seek guidance when the situation is unclear.
- Coordinate the Health and Safety communications process across the assigned business e.g., safety alerts, incident communications.
- Deliver Health and Safety training including induction.
- Present Health and Safety performance analysis and consult on Health and safety issues at Leadership Team meetings.
- Ensure that regional reports are submitted in a timely manner as directed.
- Keep abreast of Health and Safety Regulation changes across industry.
- Participate in external networking & technical development.
- Provide support to Project teams at all phases of Project Planning from Bid through to project close out.
- Specific KPI’s to be developed and implemented for delivering HSE expectations for relevant operations area.
- Provide support in safety in design processes.
- Review of Project’s HSE related documents such as HSE Plans, Environmental Management Plan, Waste Management Plan, Traffic Management Plan, WMS/JSEA, COVID-19 Management guidelines, Emergency Response plan, Fire prevention, Security Plan, Typhoon Management Plan, etc.
- Conducts safety meetings, HSE audits, and HSE inspections to ensure compliance, evaluate performance, identify corrective action, and implement follow up assessments.
- Coordinate with the EPC contractor to ensure good housekeeping and high standards of safety in the workplace at all times.
- Monitor/inspect Contractors Equipment and tools ensure in safe operating condition use on site.
Here's what you'll need
- Bachelor’s Degree in Engineering, or a related field.
- Minimum of 10+ years of experience in HSE management, preferably in the power plant or energy sector.
- Proven track record of developing and implementing successful HSE programs.
- Extensive knowledge of OHSAS, NFPA, EPA, other governmental regulations, and laws
- Effective communication and interpersonal skills.
- OSHA certified and DOLE accredited Safety Practitioner
- Willingness to be assigned in Nueva Ecija on a project basis.
