Job Purpose

The Director Regulation & Compliance serves as “Chief Regulatory Officer” for ICE Endex Markets B.V. (the “Exchange”)

Responsibilities

• Establishing an excellent and pro-active customer service relationship with Exchange members.
• Assuring that the Exchange operates fair, orderly, and transparent markets.
• Assuring Exchange rules and procedures are adhered to by members and that disciplinary actions are taken in case of breaches.
• Work with the Management Board to establish, maintain and operate a framework which will keep the Exchange at the forefront of global best practice.
• Market surveillance - to participate in surveillance activities through the Market Conduct Committee and the Market Surveillance Committee.
• Oversee the performance of relevant (intra-group) Exchange’s outsourced service providers, including reporting to appropriate governance committees.
• Working with colleagues within the ICE group to design, develop and implement enhancements to policies, systems and processes, with the goal of delivering a ‘best-in-class’ services compliant with applicable laws and regulations.
• Playing a key role in ensuring ICE Endex meets the recognition and licence requirements within the Netherlands and relevant foreign jurisdictions.
• Monitor regulatory developments, provide regulatory advice on meeting new compliance requirements, and coordinate responses to consultation papers.
• Be the central liaison with Dutch, EU and foreign regulators, coordinate and respond to regulatory queries.
• Maintain a relationship with related regulatory bodies as required.
• Maintain a comprehensive compliance monitoring and testing program
• Ensure timely submission of various regulatory returns and compliance reports.
• Ensure all necessary regulatory approvals/notifications are obtained/made (e.g. for products, rule changes, key appointments, etc.).
• Manage any regulatory inspections and audits.
• Co-ordinate compliance reporting to ICE group.

Knowledge and Experience

• Educated to master’s degree level or equivalent.
• Broad experience in regulated market regulation or equivalent.
• In-depth knowledge of derivatives markets.
• Excellent verbal and written communication skills.
• Demonstrates initiative, hands-on, strong organisational skills, and teamwork orientation.

Job Purpose

This role will be part of a team of software developers responsible for building and maintaining global corporate tools to support various teams throughout the organization. This position requires technical proficiency as well as an eager attitude, professionalism, and solid communication skills.

Responsibilities

• Build, maintain, and support applications in a global software platform (ServiceNow) and various other corporate systems, tools, and scripts
• Collaborate with other internal groups to translate business and functional requirements into technical implementation for the automation of existing processes and the development of new applications
• Communicate with internal customers in non-technical terms, understand business requirements, and propose solutions
• Work on projects from specification gathering, to development, to QA, user acceptance testing, and deployment to production
• Participate in meetings and organize work and/or training sessions around new software being introduced into the ICE technology environment
• Document changes and author documentation on software development standards and practices
• Enhances team and coworkers through knowledge sharing and implementing best practices in day to day activities
• Takes initiative to continually learn and enhance technical knowledge and skills.

Knowledge and Experience

• BS degree preferably in CS or EE, or a related discipline
• 2 - 4 yr. of experience doing professional software development
• A deep knowledge of: JavaScript, web design, server-side programming, data structures, HTML, CSS, Ajax methodology
• Data analysis skills and competence in MS Word and Excel
• Strong written and verbal communication skills
• Ability to multitask and work independently on multiple projects
• Minimal travel: 2-3 weeks per year

Preferred

• Experience building custom applications in ServiceNow
• Strong understanding of ServiceNow development best practice
• Strong knowledge of the ServiceNow data model and relationships
• Experience in troubleshooting any errors found in the ServiceNow configuration/customizations
• Integrate ServiceNow application(s) with third party systems/applications via APIs
• Experience with Web Services / Web APIs: SOAP, REST, XML, JSON
• Familiarity with Web Application Architecture (HTTP, Client/Server, HTML, JavaScript)

Responsibilities

• Risk management of the Company;
• Safeguarding the Company’s risk management and promoting a risk focused culture in consideration of its organization, business, reputation and its internal and external stakeholders (shareholders, staff, clients, regulators, suppliers);
• Implementing the risk management framework and internal control system including policies and procedures established by the Board;
• Ensuring risk management process (on-boarding, monitoring etc.) towards clients is consistently performed;
• (daily) monitoring of the various risk exposures of the ICES businesses, including risk reporting and intraday exposure monitoring;
• Defining business requirements and clear specifications for development, upgrades and enhancements to ICES risk infrastructure;
• Contributing to ad-hoc requests for development and solutions in time-critical situations;
• Planning, directing, managing all risk activities within the Company;
• Ensuring control of risk and regulatory responsibilities in line with applicable legal and regulatory requirements;
• Ensuring that operational risk assessment system is closely integrated in risk management processes including well documented risk assessments;
• Reporting to the Board regarding risk matters;
• Leading by example by upholding high standards of integrity, instilling ICE Core Competencies and at all times, acting in the Company’s best interests;

Knowledge and Experience

• Experience within the broad financial services arena, the successful candidate is required to have had extensive exposure to risk management in the trading environment.
• The candidate should demonstrate knowledge of the Dutch, European and/or international financial services environment and market sectors ICES operates and the relevant regulation (including MiFID) and business practice and developments.
• Demonstrates an in-depth understanding of risk management processes, risk analysis, identifying solutions, using decision making process and systems administration in line with sound risk management policies.
• Exercising sound judgement, reasonable care, skill and diligence in carrying out his/her powers and duties.
• The successful candidate will require a strong intellect, proven experience and expertise, good judgement, discretion and is able to appropriately balance between commercial interest and risks.
